【摘要】：當(dāng)前，文化軟實力已成為綜合國力競爭的重要因素，在經(jīng)濟(jì)社會發(fā)展中起著極其重要的作用。黨的十七大、十八大、十八屆三中全會等對文化軟實力的發(fā)展做了戰(zhàn)略規(guī)劃，中央政治局專題學(xué)習(xí)如何提高文化軟實力，中央高規(guī)格召開文藝工作座談會探討當(dāng)前文藝事業(yè)發(fā)展問題，黨的十八屆四中全會提出要對文化產(chǎn)業(yè)立法，這一系列舉措在頂層設(shè)計上為文化軟實力的發(fā)展提供了指南和政策保障，，必將促進(jìn)我國文化事業(yè)的大繁榮、大發(fā)展。 在全國各地都將文化軟實力發(fā)展作為衡量城市發(fā)達(dá)與文明的重要指標(biāo)的大背景下，筆者以文化軟實力相關(guān)理論為依據(jù)，系統(tǒng)地闡述了湖南省懷化市中方縣文化事業(yè)發(fā)展情況，對該縣文化軟實力現(xiàn)狀進(jìn)行了分析解讀，總結(jié)了其文化建設(shè)事業(yè)取得的偉大成就，分析了其在人文資源、自然資源、區(qū)位地緣、城市環(huán)境等方面存在文化發(fā)展的優(yōu)勢，也指出了中方縣文化軟實力發(fā)展的不足，并剖析了其在思想認(rèn)識、保障力度、體制機(jī)制、產(chǎn)業(yè)基礎(chǔ)、人才隊伍等方面的問題，指出基于思想認(rèn)識的局限、文化保障不夠、文化產(chǎn)業(yè)發(fā)展滯后、文化事業(yè)發(fā)展的高素質(zhì)人才缺乏等原因?qū)е铝宋幕聵I(yè)發(fā)展滯后的邏輯關(guān)系。在借鑒了國內(nèi)與中方縣縣情相似的交口縣、鳳凰縣、平昌縣幾個縣域文化事業(yè)發(fā)展的先進(jìn)經(jīng)驗后，提出了通過培育城市人文精神、推動文化產(chǎn)業(yè)的快速發(fā)展、提高政府的服務(wù)能力、加強(qiáng)傳播力等幾個方面舉措來提升中方縣文化軟實力的基本框架。希望這些建議能夠為中方縣文化軟實力提升提供一些有益的參考，為全國情況相近的縣市解決同類問題提供一些經(jīng)驗，也為研究者在理論和實踐方面推動對文化軟實力的深入研究提供重要的理論支撐。
[Abstract]:At present, cultural soft power has become an important factor in the competition of comprehensive national strength and plays an extremely important role in the economic and social development. The 17th CPC National Congress and the third Plenary session of the 18th CPC Central Committee made strategic plans for the development of cultural soft power. The political Bureau of the Central Committee studied how to improve cultural soft power. The Central Committee held a forum on literary and art work to discuss the current problems in the development of literary and art undertakings. The fourth Plenary session of the 18th CPC Central Committee put forward the need to legislate on the cultural industry. This series of measures provide guidance and policy guarantee for the development of cultural soft power in top-level design, and will certainly promote the prosperity and development of cultural undertakings in China. Against the background that the development of cultural soft power is regarded as an important index to measure the development of urban development and civilization, the author systematically expounds the development of cultural undertakings in Zhongfang County, Huaihua City, Hunan Province, based on the theory of cultural soft power. This paper analyzes and interprets the present situation of cultural soft power in this county, summarizes its great achievements in cultural construction, and analyzes its advantages in cultural development in such aspects as human resources, natural resources, geographical location, urban environment, and so on. It also points out the deficiency of the development of cultural soft power in Zhongfang County, and analyzes its problems in the aspects of ideological understanding, security, system and mechanism, industrial foundation, talent team, etc., and points out that the cultural security is not enough based on the limitation of ideological understanding. The lagged development of cultural industry and the lack of high-quality talents in the development of cultural undertakings lead to the logical relationship between the lagged development of cultural undertakings and the lack of qualified personnel in the development of cultural undertakings. After drawing lessons from the advanced experience in the development of cultural undertakings in Jiakou County, Fenghuang County and Pingchang County, which are similar to those in Zhongfang County, it is proposed to promote the rapid development of cultural industry through cultivating the humanistic spirit of the city. To enhance the basic frame of cultural soft power in Zhongfang County, we should improve the government's service ability and communication power. I hope these suggestions can provide some useful references for the promotion of cultural soft power in Zhongfang County, and provide some experience for counties and cities with similar national conditions to solve similar problems. It also provides important theoretical support for the further study of cultural soft power in theory and practice.
