【摘要】：構(gòu)建現(xiàn)代公共服務(wù)體系是服務(wù)型政府建設(shè)的重要內(nèi)容之一,而公共文化服務(wù)供給的提升是事關(guān)公共服務(wù)體系建設(shè)成敗的要素。以公共文化財(cái)政支出情況為分析對(duì)象,采用邊際支出傾向和DEA效率分析相結(jié)合的方法,對(duì)政府公共文化服務(wù)供給進(jìn)行了測(cè)評(píng)。實(shí)證結(jié)果表明,政府公共文化支出規(guī)模不穩(wěn)定,各地公共文化服務(wù)差距明顯,財(cái)政支出效率總體上有待提高,公共文化財(cái)政支出未能充分合理使用等情況,使得現(xiàn)代公共文化服務(wù)體系建設(shè)遭遇瓶頸。"十三五"規(guī)劃伊始,在新的歷史時(shí)期提升政府公共文化服務(wù)供給能力,除了加大政府投入力度外,還應(yīng)借助社會(huì)力量,拓展資金來源渠道,同時(shí)提高公共文化財(cái)政資金的利用效率,優(yōu)化支出結(jié)構(gòu)。
[Abstract]:Constructing the modern public service system is one of the important contents of the service-oriented government construction, and the promotion of the public cultural service supply is the key factor to the success or failure of the construction of the public service system. This paper uses the method of marginal expenditure tendency and DEA efficiency analysis to evaluate the supply of government public cultural services. The empirical results show that the scale of government public cultural expenditure is unstable, and the gap between local public cultural services is obvious. On the whole, the efficiency of public expenditure needs to be improved, and the public expenditure on culture is not fully and reasonably used, which makes the construction of modern public cultural service system meet a bottleneck. At the beginning of the 13th Five-Year Plan, In the new historical period, in order to enhance the public cultural service supply capacity of the government, we should not only increase the government input, but also expand the sources of funds with the help of social forces, at the same time, improve the utilization efficiency of the public cultural financial funds and optimize the expenditure structure.
