【摘要】：海洋水下文化遺產(chǎn)是不可再生的文化資源,在全球海洋開發(fā)的浪潮中,做好海洋水下文化遺產(chǎn)的調(diào)查和保護(hù)是迫切和急需的。文章概述世界上傳統(tǒng)海洋大國對(duì)海洋水下文化遺產(chǎn)保護(hù)和管理的經(jīng)驗(yàn),分析我國海洋水下文化遺產(chǎn)保護(hù)和管理存在的問題,并提出相關(guān)對(duì)策:查清海洋水下文化遺產(chǎn)的分布、數(shù)量和特征等信息,了解海洋水下文化遺產(chǎn)分布區(qū)的地質(zhì)地貌環(huán)境、水動(dòng)力環(huán)境和保存環(huán)境條件,建立海洋水下文化遺產(chǎn)檔案館和數(shù)據(jù)庫系統(tǒng);完善與海洋水下文化遺產(chǎn)保護(hù)相關(guān)的法規(guī)、政策和標(biāo)準(zhǔn)規(guī)范等,提升執(zhí)法效率,做好海洋水下文化遺產(chǎn)保護(hù)和海洋開發(fā)利用的協(xié)調(diào)工作;建立海洋水下文化遺產(chǎn)保護(hù)示范區(qū),傳承和弘揚(yáng)藍(lán)色文明,實(shí)現(xiàn)海洋水下文化遺產(chǎn)的社會(huì)利用和可持續(xù)保護(hù)。
[Abstract]:Marine underwater cultural heritage is a non-renewable cultural resource, in the wave of global ocean development, It is urgent and urgent to do a good job in the investigation and protection of marine underwater cultural heritage. This paper summarizes the experiences of the world's traditional marine powers in the protection and management of marine underwater cultural heritage. This paper analyzes the problems existing in the protection and management of marine underwater cultural heritage in China, and puts forward relevant countermeasures: to find out the distribution, quantity and characteristics of marine underwater cultural heritage, and to understand the geological and geomorphological environment of the marine underwater cultural heritage distribution area. Hydrodynamic environment and preservation of environmental conditions, establishment of marine underwater cultural heritage archives and database systems, improvement of laws, regulations, policies and standards related to the protection of underwater marine cultural heritage, and improvement of the efficiency of law enforcement, We should coordinate the protection and exploitation of marine underwater cultural heritage, establish a demonstration area for the protection of underwater marine cultural heritage, inherit and carry forward the blue civilization, and realize the social utilization and sustainable protection of marine underwater cultural heritage.
