【摘要】：文化產(chǎn)業(yè)政策是政府為促進和規(guī)范文化產(chǎn)業(yè)發(fā)展而制定和實施的一系列政策，是國家產(chǎn)業(yè)政策的重要組成部分。在一系列政策文件對文化產(chǎn)業(yè)予以重視的基礎(chǔ)上，《十八大報告》更是提出了文化產(chǎn)業(yè)發(fā)展的“一布局、兩目標(biāo)、三任務(wù)”，為文化產(chǎn)業(yè)發(fā)展指明了方向，也為文化產(chǎn)業(yè)政策的制定和實施奠定了基礎(chǔ)。陜西省是文化大省，但不是文化產(chǎn)業(yè)強省，為扶持文化產(chǎn)業(yè)快速發(fā)展，政府在制定產(chǎn)業(yè)政策方面花費了大量的時間和精力，在財政補貼、稅收、人才配給方面都給與了優(yōu)惠，因而科學(xué)客觀地對文化產(chǎn)業(yè)政策的實施效果進行評價就成為發(fā)展文化產(chǎn)業(yè)，降低政府宏觀調(diào)控盲目性的內(nèi)在要求。 本文的主要研究目標(biāo)有兩個：第一，評價陜西省文化產(chǎn)業(yè)的政策效應(yīng)，評價政策的有效程度。第二，從產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)組織、產(chǎn)業(yè)布局的角度分析陜西省文化產(chǎn)業(yè)的現(xiàn)狀，反觀政策的缺失與薄弱環(huán)節(jié)。正是基于這樣的研究目標(biāo)，本文分析了文化產(chǎn)業(yè)政策的傳導(dǎo)機制；從文化產(chǎn)業(yè)政策的實施截面角度梳理了陜西省文化產(chǎn)業(yè)政策；通過模糊數(shù)學(xué)中的模糊優(yōu)選模型，從空間和時間的角度，整體評價了陜西省文化產(chǎn)業(yè)政策效應(yīng)；基于目標(biāo)達成模式，利用區(qū)位熵、絕對集中度等指標(biāo)，分類評價了陜西省文化產(chǎn)業(yè)政策（文化產(chǎn)業(yè)結(jié)構(gòu)政策、文化產(chǎn)業(yè)布局政策、文化產(chǎn)業(yè)組織政策）的實施效應(yīng)。在綜合分析全文研究成果的基礎(chǔ)上，，論文提出了相應(yīng)的政策建議，并對未來的研究方向進行了展望。 本文的研究結(jié)論主要有：第一，陜西省文化產(chǎn)業(yè)政策的整體效應(yīng)良好，空間范圍來看，處于全國中等偏上水平；時間維度來看，陜西省文化產(chǎn)業(yè)政策的各年份隸屬度的優(yōu)度值也在逐年上升，文化產(chǎn)業(yè)發(fā)展趨勢良好。第二，文化產(chǎn)業(yè)結(jié)構(gòu)不盡合理，陜西省文化產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級政策效果不明顯。第三，省內(nèi)文化產(chǎn)業(yè)各行業(yè)業(yè)均存在不同程度的集中現(xiàn)象，文化產(chǎn)業(yè)集群已經(jīng)形成，陜西省文化產(chǎn)業(yè)產(chǎn)業(yè)組織政策效果顯現(xiàn)。第四，省內(nèi)文化產(chǎn)業(yè)區(qū)域間發(fā)展不均衡，要素空間集聚程度高，陜西省文化產(chǎn)業(yè)布局政策作用空間仍然較大。
[Abstract]:Cultural industry policy is a series of policies formulated and implemented by the government in order to promote and standardize the development of cultural industry. It is an important part of the national industrial policy. On the basis of a series of policy documents that attach importance to the cultural industry, the "18 report" also puts forward the "one layout, two objectives" for the development of cultural industry. "the three tasks" have pointed out the direction for the development of cultural industry and laid the foundation for the formulation and implementation of cultural industry policy. Shaanxi Province is a major cultural province, but not a strong cultural industry province, in order to support the rapid development of cultural industry, The government has spent a lot of time and effort in formulating industrial policies, giving preferential treatment in the areas of financial subsidies, taxation, and talent rationing. Therefore, evaluating the effect of cultural industry policy scientifically and objectively becomes the internal requirement of developing cultural industry and reducing the blindness of government macro-control. The main research objectives of this paper are as follows: first, to evaluate the policy effect of the cultural industry in Shaanxi Province, and to evaluate the effective degree of the policy; second, to analyze the present situation of the cultural industry in Shaanxi Province from the perspective of industrial structure, industrial organization and industrial layout. Based on this research goal, this paper analyzes the transmission mechanism of the cultural industry policy, combs the cultural industrial policy of Shaanxi Province from the angle of the implementation cross-section of the cultural industry policy. Through the fuzzy optimal selection model in fuzzy mathematics, from the angle of space and time, this paper evaluates the policy effect of cultural industry in Shaanxi Province, based on the goal reaching model, using location entropy, absolute concentration, and so on. This paper classifies and evaluates the implementation effect of Shaanxi's cultural industry policy (cultural industrial structure policy, cultural industry layout policy, cultural industry organization policy). On the basis of comprehensive analysis of the research results of the full text, the paper puts forward the corresponding policy recommendations. The future research direction is prospected. The main conclusions of this paper are as follows: first, the overall effect of the cultural industry policy in Shaanxi Province is good, the space scope is in the middle and upper level of the whole country; the time dimension, The excellent value of the subordinate degree in each year of Shaanxi's cultural industrial policy is also rising year by year, and the development trend of cultural industry is good. Secondly, the structure of cultural industry is not reasonable, and the effect of the policy of optimizing and upgrading the cultural industrial structure in Shaanxi Province is not obvious. The cultural industry cluster has been formed, and the policy effect of Shaanxi Province cultural industry organization is obvious. 4th, the development of the cultural industry in the province is not balanced. The factor spatial agglomeration degree is high, Shaanxi Province cultural industry layout policy function space is still bigger.
