【摘要】:近年來(lái),黑龍江省文化產(chǎn)業(yè)在不斷革除文化束縛的過(guò)程中取得了跨越式發(fā)展。然而,黑龍江省文化產(chǎn)業(yè)起步較晚,發(fā)展基礎(chǔ)薄弱,創(chuàng)新能力不強(qiáng),單個(gè)文化企業(yè)無(wú)法掌握產(chǎn)業(yè)發(fā)展的所有資源和核心技術(shù)。通過(guò)與產(chǎn)業(yè)內(nèi)外的的其他企業(yè)組建聯(lián)盟,可以共同解決文化產(chǎn)業(yè)發(fā)展所需的技術(shù)性問(wèn)題,從而提升企業(yè)的自主創(chuàng)新能力。為了提升核心競(jìng)爭(zhēng)力,具有雄厚實(shí)力的文化企業(yè)間的創(chuàng)新聯(lián)盟發(fā)展迅速。但是,由于信息不對(duì)稱(chēng)、機(jī)會(huì)主義和道德風(fēng)險(xiǎn)等問(wèn)題的存在,聯(lián)盟內(nèi)部合作效率不高,甚至導(dǎo)致聯(lián)盟失敗。創(chuàng)新聯(lián)盟的有效運(yùn)行必須依靠與之相適應(yīng)的、動(dòng)態(tài)有效的激勵(lì)機(jī)制和運(yùn)行策略為保證,使得技術(shù)與經(jīng)濟(jì)能力有效耦合,實(shí)現(xiàn)技術(shù)創(chuàng)新、市場(chǎng)營(yíng)銷(xiāo)和生產(chǎn)制造的相互支撐,降低聯(lián)盟網(wǎng)絡(luò)風(fēng)險(xiǎn),應(yīng)對(duì)環(huán)境的復(fù)雜性。 本文在對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)進(jìn)行梳理的基礎(chǔ)上,首先界定了文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟的內(nèi)涵,結(jié)合黑龍江省實(shí)際情況,分析了黑龍江省文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟主要類(lèi)型,構(gòu)成成分和所處時(shí)期。在此基礎(chǔ)上,指出了黑龍江省文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟運(yùn)行中存在的問(wèn)題,并對(duì)影響因素進(jìn)行分析;其次,在對(duì)黑龍江省文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟發(fā)展現(xiàn)狀進(jìn)行深入分析之后,本文找到黑龍江省文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟激勵(lì)機(jī)制設(shè)計(jì)的關(guān)鍵要素,構(gòu)建激勵(lì)機(jī)制的基本框架,,并對(duì)激勵(lì)機(jī)制包含的三方面內(nèi)容進(jìn)行系統(tǒng)分析,具體包括信息共享型激勵(lì)機(jī)制、監(jiān)督激勵(lì)型激勵(lì)機(jī)制和利益分配型激勵(lì)機(jī)制;再次,本文選取黑龍江省新媒文化創(chuàng)新聯(lián)盟作為實(shí)證研究對(duì)象,構(gòu)建評(píng)價(jià)指標(biāo)體系,運(yùn)用AHP—模糊綜合評(píng)價(jià)法分析新媒文化創(chuàng)新聯(lián)盟激勵(lì)機(jī)制在運(yùn)行中存在的問(wèn)題。最后,結(jié)合實(shí)證分析的結(jié)果,分別從聯(lián)盟外部支持和聯(lián)盟內(nèi)部管理兩方面,為完善黑龍江省文化產(chǎn)業(yè)創(chuàng)新聯(lián)盟激勵(lì)機(jī)制提出對(duì)策建議,旨在為黑龍江省文化產(chǎn)業(yè)的繁榮發(fā)展提供理論支持和決策參考。
[Abstract]:In recent years, the cultural industry in Heilongjiang Province has made leapfrog development in the process of removing the cultural shackles. However, the cultural industry in Heilongjiang Province started late, its development foundation is weak, and its innovation ability is not strong. Individual cultural enterprises cannot master all the resources and core technologies for industrial development. By forming alliances with other enterprises inside and outside the industry, they can jointly solve the technical problems required for the development of cultural industries. In order to enhance the core competitiveness, the innovation alliance among the strong cultural enterprises develops rapidly. However, due to the information asymmetry, opportunism and moral hazard, and so on, The effective operation of innovation alliance must depend on the corresponding, dynamic and effective incentive mechanism and operation strategy to ensure the effective coupling of technology and economic ability. Realizing the mutual support of technology innovation, marketing and manufacturing, reducing the network risk of alliance, dealing with the complexity of the environment. On the basis of combing the relevant literature at home and abroad, this paper first defines the connotation of cultural industry innovation alliance, combining with the actual situation of Heilongjiang Province, analyzes the main types of cultural industry innovation alliance in Heilongjiang Province. On the basis of this, the paper points out the problems existing in the operation of Heilongjiang Cultural Industry Innovation Alliance, and analyzes the influencing factors. Secondly, After deeply analyzing the present situation of Heilongjiang cultural industry innovation alliance, this paper finds out the key elements of the incentive mechanism design of Heilongjiang cultural industry innovation alliance, and constructs the basic framework of the incentive mechanism. And three aspects of the incentive mechanism are systematically analyzed, including information sharing incentive mechanism, supervision incentive mechanism and interest distribution incentive mechanism. This paper selects Heilongjiang Province New Media Cultural Innovation Alliance as the empirical research object, constructs the evaluation index system, and analyzes the problems existing in the operation of the New Media Cultural Innovation Alliance incentive mechanism by using the AHP- Fuzzy Comprehensive Evaluation method. Combined with the results of empirical analysis, from the external support of the alliance and internal management of the alliance, the paper puts forward countermeasures and suggestions to improve the incentive mechanism of cultural industry innovation alliance in Heilongjiang Province. The purpose is to provide theoretical support and decision-making reference for the prosperity and development of cultural industry in Heilongjiang Province.
