【摘要】：公共文化服務(wù)是國家履行公共職責,保障民眾基本文化權(quán)益的重要手段,提供有效的公共文化服務(wù)是實現(xiàn)政府存在倫理、價值、方式的必要前提。當前,在民眾不在場、非文化部門缺位、社會力量乏力等因素的限制下,公共文化服務(wù)在現(xiàn)實運作中出現(xiàn)一些形式化、片面化、局部化等問題,公共文化服務(wù)的公共利益保障屬性無法得到充分實現(xiàn),結(jié)果則表現(xiàn)為民眾利益的受損。參與式治理是一種治理模式,側(cè)重于強調(diào)利益相關(guān)主體協(xié)同參與到公共事務(wù)的處理中,生產(chǎn)政策和分配資源。借鑒"參與式治理"思維,當前的公共文化服務(wù)應(yīng)在民意表達與回應(yīng)、政府內(nèi)部組織協(xié)調(diào)機制、公私合作、社會組織參與等方面進行體制完善與模式創(chuàng)新。
[Abstract]:Public cultural service is an important means for the state to perform public duties and safeguard the basic cultural rights and interests of the public. The provision of effective public cultural services is a necessary prerequisite for the realization of the existence of ethics, values and ways of government. Due to the absence of the non-cultural sector and the lack of social power, some problems such as formalization, one-sided and localization appear in the practical operation of the public cultural service, and the public interest protection attribute of the public cultural service cannot be fully realized. The result is that the interests of the public are damaged. Participatory governance is a kind of governance model, which emphasizes the cooperative participation of stakeholders in the management of public affairs, the production policy and the allocation of resources, and draws lessons from the thinking of "participatory governance". The current public cultural services should be improved and innovated in the aspects of public opinion expression and response, internal organization coordination mechanism, public-private cooperation, social organization participation and so on.
