【摘要】：深化文化體制改革，完善公益性文化事業(yè)和發(fā)展經(jīng)營性文化產(chǎn)業(yè)是黨中央從全局的角度作出的重大決策，也是黑龍江省加快構(gòu)建富強(qiáng)、民主、文明、和諧新龍江面臨的重大而緊迫的任務(wù)。當(dāng)前，黑龍江省文化體制面臨文化管理體制混亂、改革配套政策制定不充足、政府職能轉(zhuǎn)變不充分等諸多問題，嚴(yán)重制約了文化事業(yè)和文化產(chǎn)業(yè)的跨越式發(fā)展。因此，全面系統(tǒng)地深入推進(jìn)文化體制改革已成為破解文化發(fā)展難題，推動黑龍江省文化強(qiáng)省建設(shè)的首要任務(wù)。 現(xiàn)階段，特別是十八屆三中全會召開以來，國家對文化體制改革進(jìn)行了新的部署，，更加注重市場在資源配置中的決定性作用，改革不再是條條塊塊的個別事項，而是一項系統(tǒng)性的工程。近年來，黑龍江省高度重視文化體制改革工作，先后出臺一系列政策文件以及召開多次高層會議研究部署文化體制改革，學(xué)界也對文化體制改革的理論研究逐漸增多，這些都為黑龍江省文化體制改革工作提供了很好的遵循。 本文首先闡述了經(jīng)濟(jì)全球化的背景下，增強(qiáng)我國乃至黑龍江省文化競爭力，不斷滿足人民群眾日益增長的精神文化需求，推動文化事業(yè)和文化產(chǎn)業(yè)發(fā)展的重要意義。通過省外和省內(nèi)的典型例證，深刻查找出黑龍江省文化體制改革中存在的問題以及原因，科學(xué)闡釋了黑龍江省文化體制改革必須堅持黨的領(lǐng)導(dǎo)，必須從完善體制機(jī)制方面進(jìn)行改革。在此基礎(chǔ)上提出以解放和發(fā)展文化生產(chǎn)力、培育和壯大市場主體、推進(jìn)體制機(jī)制創(chuàng)新、改善服務(wù)為改革的總體方針，堅持公益性文化事業(yè)和經(jīng)營性文化產(chǎn)業(yè)兩手抓、兩加強(qiáng)，處理好文化與政治、經(jīng)濟(jì)、社會、生態(tài)文明的關(guān)系以及社會效益和經(jīng)濟(jì)效益的關(guān)系。本文在肯定黑龍江省文化體制改革取得的成績的同時，揭示了黑龍江省文化體制改革中存在的問題與原因，在此基礎(chǔ)上努力尋找深化文化體制改革的良方，為黑龍江文化體制改革實踐提供理論和現(xiàn)實支撐。
[Abstract]:Deepening the reform of the cultural system, perfecting the cultural undertakings of public welfare and developing the profit-making cultural industry are the major decisions made by the CPC Central Committee from the overall situation, and it is also a great decision made by the Central Committee of the Communist Party of China. At present, the cultural system of Heilongjiang Province is faced with many problems, such as the chaos of cultural management system, inadequate formulation of reform policies, inadequate transformation of government functions, and so on. Therefore, it has become the most important task to solve the problem of cultural development and promote the construction of a strong cultural province in Heilongjiang Province, since it has seriously restricted the leap-forward development of cultural undertakings and cultural industries. At the present stage, especially since the third Plenary session of the 18 CPC Central Committee, the state has made new arrangements for the reform of the cultural system, paying more attention to the decisive role of the market in the allocation of resources. The reform is no longer an individual matter, but a systematic project. In recent years, Heilongjiang Province attaches great importance to the reform of the cultural system. Successively issued a series of policy documents and held a number of high-level meetings to study the deployment of cultural system reform, the academic community has also gradually increased the theoretical study of cultural system reform. These all provide very good follow for Heilongjiang province culture system reform work. This paper first expounds the background of economic globalization to enhance the cultural competitiveness of our country and even Heilongjiang Province to meet the increasing spiritual and cultural needs of the people. The significance of promoting the development of cultural undertakings and cultural industries. Through the typical examples outside and within the province, we can find out the existing problems and reasons in the cultural system reform of Heilongjiang Province. This paper scientifically explains that the reform of cultural system in Heilongjiang Province must adhere to the leadership of the Party and reform from the aspect of perfecting the system and mechanism. On this basis, it is proposed to liberate and develop the cultural productive forces and cultivate and strengthen the main body of the market. We should promote institutional and mechanism innovation, improve service for the overall policy of reform, adhere to the public welfare cultural undertakings and the management of cultural industries at the same time, two strengthen, handle culture and politics, economy, society. The relationship between ecological civilization and social and economic benefits. While affirming the achievements of Heilongjiang Province's cultural system reform, this paper reveals the problems and causes in Heilongjiang's cultural system reform. On the basis of this, we try to find a good way to deepen the reform of cultural system, and provide theoretical and practical support for the practice of cultural system reform in Heilongjiang.
