【摘要】：地方國有文藝院團(tuán)作為一種獨(dú)特的文化事業(yè)單位類型,圍繞其管理體制及運(yùn)行機(jī)制的改革討論,自改革開放以來從未間斷。然而時至今日,在地方政府、主管部門和文藝院團(tuán)在面臨文化體制改革和事業(yè)單位分類改革雙重推進(jìn)的背景下,國有院團(tuán)管理體制改革路徑的研究探討常常簡單化地直接等同于產(chǎn)品市場化或轉(zhuǎn)企改制,繞過改革的初衷和動力問題,缺乏對文化產(chǎn)品屬性分類來尋求機(jī)制的優(yōu)化創(chuàng)新,反而落入的經(jīng)濟(jì)效益和社會效益指標(biāo)、文化藝術(shù)產(chǎn)品的文化屬性與商品屬性的簡單概念化,并在其間不斷搖擺。 本文試圖回溯到地方國有院團(tuán)改革宗旨和意義問題的邏輯起點(diǎn),以新制度主義中制度變遷理論的分析框架對國有文藝院團(tuán)自產(chǎn)生之初到歷經(jīng)30余年改革的歷程進(jìn)行回顧,將國有文藝院團(tuán)管理體制及運(yùn)行機(jī)制作為制度變遷的自變量,探討在歷次改革過程中,制度變遷的路徑和制度政策轉(zhuǎn)變的關(guān)節(jié)點(diǎn),來闡明強(qiáng)制性的制度變遷并不必然實(shí)現(xiàn)通過改革雙方報酬增長的良性互動并導(dǎo)致文化產(chǎn)品供給的優(yōu)化。進(jìn)而通過以公共產(chǎn)品理論的視角,將地方國有院團(tuán)文化產(chǎn)品的屬性分析作為問題的切入點(diǎn),圍繞衡量地方院團(tuán)文化產(chǎn)品價值屬性和供給職能,結(jié)合近年來云南省各級國有文藝院團(tuán)改革現(xiàn)狀為例,對不同類型和層級地方國有文藝院的產(chǎn)品屬性進(jìn)行細(xì)化,并對改革過程中以及改革之后的實(shí)踐、經(jīng)驗(yàn)和問題進(jìn)行對比,研究與之相應(yīng)的地方公共文化供給模式類型,對地方國有文藝院團(tuán)的改革進(jìn)程中的存在問題進(jìn)行再思考,探尋優(yōu)化和創(chuàng)新國有文藝院團(tuán)管理體制的可能。
[Abstract]:As a unique type of cultural institution, the local state-owned literary and art troupe has been discussing the reform of its management system and operation mechanism since the reform and opening up, but today, in the local government. The departments in charge and the troupe of literary and art institutes are facing the background of the dual promotion of the reform of the cultural system and the reform of the classification of institutions. The research on the reform path of the management system of state-owned institutions often equates simply with the marketization of products or the transformation of enterprises, and bypasses the original intention and motive force of the reform. Lack of classification of cultural product attributes to seek mechanism optimization innovation, but fall into the economic and social benefits indicators, cultural attributes of cultural and artistic products and commodity attributes of simple conceptualization. And rocking in the middle. This paper attempts to trace back to the logical starting point of the purpose and significance of the reform of the local state-owned Yuan and League. Based on the analysis frame of the theory of institutional change in the new institutionalism, this paper reviews the course of the reform of the state-owned academy of literature and art from the beginning of its emergence to more than 30 years of reform. Taking the management system and operation mechanism of the state-owned academy of literature and art as the independent variable of the institutional changes, this paper probes into the path of the institutional changes and the key points of the institutional policy changes in the past reforms. To clarify the mandatory institutional changes is not necessarily through the reform of the positive interaction between the two sides of the increase in remuneration and lead to the optimization of the supply of cultural products, and then through the perspective of the theory of public goods. This paper takes the attribute analysis of the cultural products of the local state-owned colleges and troupes as the starting point of the problem, focusing on the value attributes and supply functions of the cultural products of the local colleges and troupes. The product attributes of different types and levels of local state-owned literary and art institutes are refined, and the practice, experience and problems in the process of reform and after the reform are compared. This paper studies the supply mode of local public culture, reconsiders the existing problems in the reform process of the local state-owned academy of literature and art, and explores the possibility of optimizing and innovating the management system of the regiment of the state-owned academy of literature and art.
