【摘要】：農(nóng)村基本公共文化服務(wù)體系建設(shè)是國家基本公共文化服務(wù)體系建設(shè)的重要組成部分,滿足農(nóng)民基本公共文化服務(wù)需求是農(nóng)村基本公共文化服務(wù)供給的出發(fā)點(diǎn)與落腳點(diǎn)。由于基本公共文化服務(wù)事權(quán)與財力不匹配、官員晉升錦標(biāo)賽模式下地方政府偏重經(jīng)濟(jì)建設(shè)而輕視文化發(fā)展,以及傳統(tǒng)基本公共文化服務(wù)供給模式的阻礙,當(dāng)前中國農(nóng)村基本公共文化服務(wù)供給與需求存在總量和結(jié)構(gòu)性雙重失衡,嚴(yán)重制約了農(nóng)村基本公共文化服務(wù)的有效供給與農(nóng)民基本文化權(quán)益的實(shí)現(xiàn)。解決農(nóng)村基本公共文化服務(wù)供求失衡,要不斷完善農(nóng)村基本公共文化服務(wù)的財政支出制度、強(qiáng)化地方政府公共文化服務(wù)職能、創(chuàng)新農(nóng)村基本公共文化服務(wù)的供給模式,從而切實(shí)提升農(nóng)村基本公共文化服務(wù)的標(biāo)準(zhǔn)化、均等化與有效性。
[Abstract]:The construction of rural basic public cultural service system is an important part of national basic public cultural service system construction. To meet the needs of farmers' basic public cultural services is the starting point and foothold of rural basic public cultural services, because the rights of basic public cultural services and financial resources do not match. Under the model of official promotion championship, the local government pays more attention to the economic construction and despises the cultural development, as well as the hindrance of the traditional basic public cultural service supply mode. At present, the supply and demand of basic public cultural services in rural areas in China are out of balance in both total amount and structure. It seriously restricts the effective supply of rural basic public cultural services and the realization of farmers' basic cultural rights and interests, and solves the imbalance between supply and demand of rural basic public cultural services. It is necessary to continuously improve the financial expenditure system of rural basic public cultural services, strengthen the public cultural service functions of local governments, and innovate the supply mode of rural basic public cultural services. In order to effectively improve the rural basic public cultural services standardization, equalization and effectiveness.
