淺析9/11后美國對(duì)印核政策調(diào)整

冷戰(zhàn)后,特別是9/11恐怖主義襲擊之后,核問題又一次因其對(duì)于世界和平與穩(wěn)定帶來的巨大威脅而成為世界關(guān)注的焦點(diǎn)。而作為世界上最大的民主國家,印度自1944年建國以來就一直很重視自身的核能力建設(shè)。1998年印度成功進(jìn)行5次核試驗(yàn),國際社會(huì)對(duì)此反應(yīng)不一。其中,美國對(duì)其態(tài)度就不斷轉(zhuǎn)變,在9/11襲擊之后更為明顯。喬治.H.W.布什和克林頓政府都堅(jiān)持核不擴(kuò)散政策,也因印度的核問題而向其施壓。而喬治.W.布什政府則調(diào)整在這一問題上的立場,2006年同印度簽訂《美印民用核合作協(xié)議》。奧巴馬政府也進(jìn)一步解除了1998年印度核試驗(yàn)后對(duì)其施加的一系列制裁,開始實(shí)施《美印民用核合作協(xié)議》。筆者認(rèn)為這種政策調(diào)整背后的原因及其影響值得深思。本文主要分析美國在9/11之后對(duì)印度的核政策調(diào)整,包括對(duì)其原因和影響的分析。第一部分闡述印度核問題的由來,并簡要概括美國在冷戰(zhàn)期間對(duì)印度的核政策。第二部分概括喬治.W.布什政府和奧巴馬政府對(duì)印度的核政策。第三部分分析美國對(duì)印核政策調(diào)整的深層次原因和考量。第四部分筆者試圖分析美國如此政策調(diào)整對(duì)于世界,特別是中國的影響。
