中國與非洲的關(guān)系并不是國際關(guān)系中一個新的變量。中國與個別的非洲國家的關(guān)系已經(jīng)存在了幾十年,甚至早于1949年中華人民共和國的成立。但是中非關(guān)系被國際關(guān)系研究者們長期忽視。直到近來,來自國際關(guān)系、經(jīng)濟、歷史、政治學(xué)等學(xué)科的學(xué)者們開始對中非關(guān)系給與關(guān)注和評論。這是因為中國的崛起以及中國對非洲大陸的新的策略。中國的崛起和它對非洲大陸的新策略已經(jīng)引來了許多學(xué)者們和政策制定者們的不同的解釋。這些解釋導(dǎo)致了關(guān)于非洲在國際關(guān)系中被邊緣化的無效性的激烈辯論。這篇論文就是針對這一辯論而闡發(fā)的。在這一辯論中,中國崛起的觀念的提出基于了中國傳統(tǒng)的智慧。這一觀念至少將分析家們化分為兩個陣營。一類是持樂觀態(tài)度的分析家們,他們將中國崛起視為一種良性與和平的轉(zhuǎn)型。另一類是持悲觀態(tài)度的分析家們,他們用中國威脅論來解釋中國的顯著的和多維度的優(yōu)勢地位。而中國在非洲行動也引起了一場針鋒相對的辯論。對于許多觀察家來說,中國與非洲的關(guān)系是非洲大陸發(fā)展的一個機遇。而另一些特別是西方觀察家則將中國在非洲的存在視為一個問題,一個對人權(quán)、善治、民主與環(huán)保原則的挑戰(zhàn)。針對這一辯論,這篇論文通過對撒哈拉以南非洲地區(qū)的集中觀察和對中國崛起的...
