自2003年伊朗的秘密核計(jì)劃首次披露以來(lái),伊核問(wèn)題在國(guó)際社會(huì)引起廣泛關(guān)注。防止核擴(kuò)散是全球安全治理中的重要議題,與區(qū)域和平與安全以及全球可持續(xù)發(fā)展息息相關(guān)。伊朗核計(jì)劃對(duì)中東地區(qū)的穩(wěn)定發(fā)展、中東和平進(jìn)程、宗教和諧、人權(quán)保障都有著深遠(yuǎn)的影響。倘若伊朗獲取核武器,可能會(huì)在中東地區(qū)引發(fā)新一輪的軍備競(jìng)賽,甚至核擴(kuò)散。伊朗核問(wèn)題已經(jīng)超出了個(gè)別國(guó)家的解決能力范圍,需要國(guó)際社會(huì)的合作。美國(guó)與歐盟是解決伊朗核問(wèn)題中的兩個(gè)重要角色。歐美國(guó)家淵源深厚,意識(shí)形態(tài)相同,文化相近,利益相通,自二戰(zhàn)美國(guó)對(duì)歐援助以來(lái),雙方在政治、經(jīng)貿(mào)、安全等各方面合作十分緊密,彼此間形成了獨(dú)特的跨大西洋關(guān)系。但面對(duì)當(dāng)今世界的國(guó)際危機(jī),跨大西洋聯(lián)盟往往難以統(tǒng)一政策,達(dá)成一致,其背后的原因,既有彼此的利益分歧,也有關(guān)于全球治理的理念差異。本文通過(guò)歷史分析以及對(duì)現(xiàn)有文獻(xiàn)的研究,探索歐美針對(duì)伊朗核計(jì)劃的政策中的博弈及其影響。歐美雖然在中東有一定的共同利益但也存在一定分歧。雙方對(duì)伊朗核計(jì)劃的政策經(jīng)歷了從不同到趨同,再?gòu)内呁讲煌倪^(guò)程,其中各方內(nèi)外因素相互作用,包括國(guó)際體系、歐美伊內(nèi)部政治、對(duì)外關(guān)系的發(fā)展演變。文章將基于對(duì)美國(guó)與歐盟政策文件、...
