奧巴馬2008年上任之時(shí),就采取了標(biāo)志性的“重返亞太”戰(zhàn)略并顯著提升了美國(guó)在東盟地區(qū)的參與。通過(guò)與東盟國(guó)家積極開(kāi)展氣候變化合作,奧巴馬政府將氣候變化合作作為擴(kuò)大在東盟地區(qū)影響力的一個(gè)軟維度。然而,特朗普對(duì)氣候變化持否定態(tài)度并轉(zhuǎn)向“美國(guó)優(yōu)先”。特朗普在很大程度上實(shí)施了戰(zhàn)略收縮,同時(shí)減少了參與應(yīng)對(duì)氣候變化的行動(dòng)。以此為背景,本文旨在研究奧巴馬政府以來(lái)美國(guó)-東盟氣候變化合作中美國(guó)的角色轉(zhuǎn)變。本文從氣候變化的三個(gè)方面,即海平面上升,可再生能源與極端天氣出發(fā),對(duì)比分析了奧巴馬政府以來(lái)美國(guó)-東盟的氣候變化合作情況,包括仍在進(jìn)行以及已經(jīng)放棄的氣候變化合作項(xiàng)目。通過(guò)對(duì)奧巴馬與特朗普對(duì)于氣候變化所持立場(chǎng)、不同的外交政策取向以及美國(guó)國(guó)內(nèi)因素的分析,本文進(jìn)一步分析了兩屆政府在與東盟開(kāi)展氣候變化合作方面產(chǎn)生變化的原因。本文認(rèn)為特朗普政府時(shí)期,在與東盟開(kāi)展氣候變化合作時(shí),美國(guó)的領(lǐng)導(dǎo)力有所減弱。一方面,美國(guó)大幅減少了氣候資金。另一方面,氣候變化在美國(guó)對(duì)東盟外交政策中的重要性也不如從前。
