　　 There are various indications that human society is undergoing an enormous reform, i.e. to transit from industrial economic times to intellectual economic times. Inevitably the transition will bring about great influence on man's social life, prompt profound changes to the content and mode of national security and expedite new security concept. Therefore, after a meticulous study, this author puts forward some instructive ideas concerning China's present national security construction. Through historic analysis and comparison, this paper first stipulates the definition of intellectual economy and expounds the conceptual evolution of national security; then it starts a discussion from the point of the deconstruction of intellectual economy's influence on national security;finally it advances a new security concept oriented towards intellectual economic times, that is, to take traditional and untraditional security concepts into consideration simultaneously to establish a comprehensive national security concept, with Chinese national security as its priority This paper contains three sections: Section one:The summarization of intellectual economy and national security Built upon the production, distribution and application of knowledge and information, intellectual economy begins at l970's and develops at l990's.It is an ever-growing system with such characteristics as possessing rich connotation, developing by stages and opening for improvement. National security is the essential factor of security theory It refers to a country's development and the whole environment anticipated by its continuable development. It also refers to the summation of policy, guideline and ideological security makes its parallel, interwoven by other forms of security Section two:Intellectual economy's influence on national security. It is the keystone of this paper Intellectual economy is a category belonging to economic base, whereas national security falls into superstructure. The forthcoming of a new era inevitably brings about revolutions in the foundation, criterion and connotation of national security. Firstly, in intellectual economic times, national security's space expands and it's content appears to be suppositional. The emergence of internet gives birth to networking national security. TherefOre, how to enhance the suPervision of net space and avoids its bad effects becomes a new task of national security Secondly, intellectual economy makes sovereign concePt evolve and modifies the content of national security. Wth the develOPment of advanced tDehnology' tCrritorial security's - core position has been challenged, and "informational sovereignty" is getting to be the focus. Thirdly' during intellectual econondc hmes, the principal part affecting national ~ security has experienced profOund changO. Wth the aid Of keyboard and intemet, common PeOPle, by any POssibility' may a1so affeCt n8tional security by violating Certain given secure benefit. FOurthly, intellectual economy takes human beings as its basis and highlights cultural security Intollectual eeonomy attaches imPOrtance to man's development, whereas man's sptritUal activities have progressed intO specific region and specific national culture. Intellectual econondc times greatly accelerate cultural transmission and mingling, and at the same time, it also provides opPOrtunity fOr those who are advanced in information technology tO cap out "cultural hegemony" So it is an urgent affair fOr those lagging behind tO resist cultural - aggression and tO retain itS own culture, Fifthly, the imPOhance of econondc security j has been greatly emPhasized because, during intellectual economic hmes, globalization raise economic and financial crisis; the North-South GaP tends tO be enlarged; "Numeric GulF' make the phenomenon of unequal distribuhon of wealth getting worse and worse; and econondc insecurity is the inducement menacing Other securities.
