歐盟對華決策中的主體間認(rèn)知差異評析

【摘要】:近年來,歐盟對華決策中的主體間認(rèn)知差異間題日益突出,對中歐關(guān)系所產(chǎn)生的影響也越來越明顯;诖,本文以對外決策中的認(rèn)知差異為理論視角,探討歐盟對華決策中主體間認(rèn)知差異對于中歐關(guān)系所產(chǎn)生的影響。“主體間認(rèn)知差異”包含了“歐盟內(nèi)部各決策主體之間的認(rèn)知差異”與“歐盟與中國(政府)之間的認(rèn)知差異”兩個(gè)方面。本文以各領(lǐng)域?qū)χ袣W關(guān)系所造成的負(fù)面影響的嚴(yán)重程度由重至輕把“認(rèn)知差異”劃分為政治、文化、經(jīng)濟(jì)以及外交與安全四個(gè)領(lǐng)域。本文列舉了各領(lǐng)域中所存在的三或四個(gè)主體間認(rèn)知差異問題,進(jìn)而運(yùn)用總結(jié)歸納法從“歐盟內(nèi)部的認(rèn)知差異”、“歐盟與中國之間的認(rèn)知差異”、“認(rèn)知差異形成的主要原因”以及“對中歐關(guān)系所形成的影響”四個(gè)角度總結(jié)出各領(lǐng)域的特點(diǎn)。并在此基礎(chǔ)上,總結(jié)出不同類型的主體間認(rèn)知差異對中歐關(guān)系起到怎樣的影響。 本文首先從理論上演繹對外決策中的認(rèn)知差異。闡述在對外決策中,認(rèn)知主體的指示對象、認(rèn)知客體所包括的范圍、認(rèn)知差異的表現(xiàn)形式、產(chǎn)生認(rèn)知差異的原因以及認(rèn)知差異在對外決策中產(chǎn)生的影響。接著進(jìn)一步比較系統(tǒng)地闡述歐盟對華決策中的認(rèn)知差異問題。歐盟的對華決策主體包括了官方和非官方兩個(gè)層面,官方層面包括歐盟三大機(jī)構(gòu)以及成員國政府,而非官方層面包括智庫、媒體以及普通民眾。歐盟的對華認(rèn)知差異表現(xiàn)在兩個(gè)方面,一是歐盟內(nèi)部各主體間的認(rèn)知差異,二是歐盟與中國之間的認(rèn)知差異。歐盟的對華認(rèn)知差異涉及領(lǐng)域政治領(lǐng)域、文化領(lǐng)域、經(jīng)濟(jì)領(lǐng)域、以及外交與安全領(lǐng)域。歐盟對華認(rèn)知差異存在三種不同狀況,且每種狀況所產(chǎn)生的影響也有所不同。歐盟對華認(rèn)知差異的形成因素包括認(rèn)知主體、認(rèn)知客體、認(rèn)知情景和信息傳遞四個(gè)方面。 在政治領(lǐng)域,歐盟內(nèi)部的認(rèn)知較一致,中歐之間的認(rèn)知差異尖銳對立甚至截然相反,核心價(jià)值觀的沖突和對核心國家利益的挑戰(zhàn)成為該領(lǐng)域差異形成的主要原因,該領(lǐng)域的主體間認(rèn)知差異對中歐關(guān)系產(chǎn)生了嚴(yán)重性、長期性和難以調(diào)和的負(fù)面影響。在文化領(lǐng)域,歐盟內(nèi)部的認(rèn)知較一致,中歐之間的認(rèn)知差異明顯,文化背景和歷史發(fā)展進(jìn)程的差異成為該領(lǐng)域差異形成的主要原因,該領(lǐng)域的主體間認(rèn)知差異對中歐關(guān)系產(chǎn)生了長期、間接性和難以調(diào)和的負(fù)面影響。在經(jīng)貿(mào)領(lǐng)域,歐盟內(nèi)部各決策主體之間存在一定的認(rèn)知差異,中歐之間也存在一定差異但通過對話與協(xié)商可以彌合,經(jīng)濟(jì)利益的博弈和衡量標(biāo)準(zhǔn)的差異成為該領(lǐng)域差異形成的主要原因,該領(lǐng)域的認(rèn)知差異對中歐關(guān)系產(chǎn)生的負(fù)面影響短期、非嚴(yán)重和可調(diào)和性的。在外交與安全領(lǐng)域,歐盟內(nèi)部各決策主體之間存在一定的認(rèn)知差異,中歐之間也存在一定差異但通過對話與協(xié)商可以彌合,利益的博弈和價(jià)值觀的沖突成為該領(lǐng)域差異形成的主要原因,該領(lǐng)域的認(rèn)知差異對中歐關(guān)系產(chǎn)生的負(fù)面影響短期、可控和可調(diào)和性的。 在未來一段時(shí)期里,產(chǎn)生主體間認(rèn)知差異的四個(gè)因素都會發(fā)生一些變化。對于中國而言,應(yīng)對歐盟對華決策中的主體間認(rèn)知差異問題,中國在心理上應(yīng)該以理性而冷靜的眼光看待這一問題,認(rèn)識到該問題的廣泛性、長期性和復(fù)雜性,并制訂具體的對策以應(yīng)對之。 在進(jìn)行經(jīng)過詳細(xì)的分析后,最后總結(jié)出本文的結(jié)論:歐盟對華決策中的主體間認(rèn)知差異對中歐關(guān)系的影響具有多重性。中歐關(guān)系不僅受到中歐之間的認(rèn)知差異的影響,也受到歐盟內(nèi)部決策主體之間的認(rèn)知差異的影響。總體上看,受歐盟決策機(jī)制的影響,歐盟內(nèi)部決策主體之間的認(rèn)知差異對中歐關(guān)系的影響具有兩面性:一方面當(dāng)中歐在此類問題上發(fā)生摩擦?xí)r,歐盟內(nèi)部的認(rèn)知差異會防止中歐在此問題上進(jìn)一步惡化;另一方面當(dāng)中歐在此類問題上需要再向前發(fā)展時(shí),歐盟內(nèi)部的認(rèn)知差異會防礙中歐在此類問題上合作的深化。
[Abstract]:In recent years, the inter-subjectivity in the EU's decision-making in China has become more and more prominent, and the impact on China-EU relations has become more and more obvious.
