【摘要】：自2003年歐盟發(fā)表首份《歐洲安全戰(zhàn)略》報告以來,在其指導(dǎo)下,歐盟以建立有效的多邊主義國際秩序作為對外戰(zhàn)略目標(biāo)的核心,積極與世界關(guān)鍵國家發(fā)展戰(zhàn)略伙伴關(guān)系。到目前為止,歐盟已經(jīng)與10個國家建立了戰(zhàn)略伙伴關(guān)系。這些戰(zhàn)略伙伴關(guān)系不僅建立的方式和階段不同、地位不完全平等,而且法律指導(dǎo)框架也不相同。歐盟與關(guān)鍵國家發(fā)展戰(zhàn)略伙伴關(guān)系的核心目的是要通過雙邊伙伴關(guān)系的建立實現(xiàn)其構(gòu)建有效多邊主義國際秩序的戰(zhàn)略目標(biāo)。雖然歐盟在將戰(zhàn)略伙伴關(guān)系作為實現(xiàn)戰(zhàn)略目標(biāo)的手段上取得了很大的成就,但是,其在推行戰(zhàn)略伙伴關(guān)系的過程中也出現(xiàn)了很多的問題。歐盟需要使雙邊戰(zhàn)略伙伴關(guān)系更加有效。
[Abstract]:Since the EU published its first European Security Strategy report in 2003, under its guidance, the EU has taken the establishment of an effective multilateralism international order as the core of its foreign strategic goal and actively developed strategic partnerships with key countries in the world. So far, the EU has established strategic partnerships with 10 countries. These strategic partnerships are not only established in different ways and stages, status is not completely equal, but also the legal guidance framework is different. The core purpose of the strategic partnership between the EU and key countries is to achieve its strategic goal of building an effective multilateralism international order through the establishment of bilateral partnerships. Although the EU has made great achievements in using strategic partnership as a means to achieve strategic objectives, there are also many problems in the process of implementing strategic partnership. The EU needs to make bilateral strategic partnerships more effective.
