21世紀初中印邊界發(fā)展態(tài)勢及對策

【摘要】：中國和印度部是世界文明古國，擁有悠久的歷史；并且在歷史上，兩國長期友好合作，兩國幾民建立起深厚的友誼。然而，隨著印度的獨立，英國殖民者退出印度后遺留下來的中印邊界問題，成為了兩國繼續(xù)發(fā)展友好關(guān)系的障礙。對于中印邊界問題，中國政府認為需要舉行友好的談判加以合理的解決。但印度政府認為，目前印度地圖上所標明的中印邊界，大部分是為國際協(xié)定所肯定的。印度的這一觀點是完全不符合事實的。當前，中印邊界談判進展不大，印度在中印邊界問題上還有一些不好的發(fā)展勢頭，如印方頻頻做出不利于兩國邊界和平解決的動作。對于印度的這些動作，中國應該如何應對，這是一個值得思考的問題，也是一個值得做的題目。中印兩國是世界上兩個最大的發(fā)展中國家，兩國部面臨著發(fā)展本國經(jīng)濟和改變不合理的國際政治經(jīng)濟秩序的問題，如果中印邊界問題可以解決，那么對中印兩國的崛起將起到重要的推動作用。 21世紀最初的幾年里，中印邊界談判雖然有所進展，但是一方面進展不大，另一方面實質(zhì)性的進展不多。印度國家領(lǐng)導幾對中印爭議地區(qū)也頻頻造訪，利用邊界問題在國際組織內(nèi)制造事端。同時，印度伴隨著經(jīng)濟的發(fā)展和綜合國力及軍事實力的提高，不斷在邊界增兵，嚴重影響了兩國之間的相互信任。作者認為，之所以出現(xiàn)這樣的情況，主要是近二十年來印度通過經(jīng)濟改革，經(jīng)濟實力不斷加強，有了強大的經(jīng)濟做支撐，軍事實力也逐漸增強。同時受到國內(nèi)外媒體的影響，印度政府在邊界問題上態(tài)度強硬。面對這樣的問題作者認為我們一方面要繼續(xù)利用已有的談判機制進行談判，爭取通過和平談判解決中印邊界問題。另一方面，我們也要做好軍事斗爭的準備，因為戰(zhàn)爭是政治的延續(xù)，如果談判不成的話，戰(zhàn)爭也不是不可能的。本文共分為三個部分： 第一部分，21世紀初中印邊界發(fā)展態(tài)勢。當前中印邊界談判進展緩慢，之所以談判沒有進展，是因為印度在談判中絲毫不愿意讓步。不但如此，印度還不斷在邊界增加軍事存在，擴建機場，增加兵力。同時印度的高官近幾年頻頻出現(xiàn)在中印爭議地區(qū)。并在國際組織中利用邊界問題制造事端。 第二部分，21世紀初中印邊界發(fā)展態(tài)勢的原因分忻。作者認為印度之所以在邊界動作不斷，主要是因為：第一，近二十年來，印度通過經(jīng)濟改革，經(jīng)濟發(fā)展速度很快；經(jīng)濟發(fā)展了，意味著可以在軍事上投入更多的資金。正是由于不斷發(fā)展的經(jīng)濟軍事實力使得印度不斷制造事端。第二，它與當今世界的幾個主要大國關(guān)系密切，例如與美國、俄羅斯、日本等關(guān)系良好，使印度擁有相對有利的國際環(huán)境。 第三部分，中國對當前中印邊界發(fā)展態(tài)勢的對策。基于上述情況，我國的對策主要包括：第一，我國應該繼續(xù)尋求通過談判途徑來解決中印邊界問題；第二，雖然我們是愛好和平的國家，但是我們也不能不做進行軍事斗爭的準備，因為只有強大的軍事實力做后盾，外交家才能在談判中為國家爭取更多的利益。所以我們要增強我國的軍事實力，做好軍事斗爭的準備；第三，，要想解決邊界問題需要中印雙方增加互信，增進相互理解。 總體來講，本文闡述了當前中印邊界的現(xiàn)狀，透過這些現(xiàn)象來分忻背后的原因，并最終提出對策，以供探討和交流。
