【摘要】：1992年更名的蒙古國(guó)根據(jù)國(guó)內(nèi)外形勢(shì)變化,放棄原來(lái)一邊倒向蘇聯(lián)的立場(chǎng),開(kāi)始奉行“多支點(diǎn)”外交政策。蒙古國(guó)在完成轉(zhuǎn)型的同時(shí),其對(duì)外交往空前拓展,國(guó)際形象有所提升。蒙古國(guó)外交為國(guó)家的生存發(fā)展創(chuàng)造良好外部環(huán)境的同時(shí),對(duì)地區(qū)乃至大國(guó)關(guān)系也產(chǎn)生了一定沖擊和影響。我國(guó)與蒙古國(guó)有著漫長(zhǎng)邊界,同時(shí)背負(fù)著復(fù)雜的歷史糾葛和現(xiàn)實(shí)利益聯(lián)系,研究其外交政策兼具學(xué)術(shù)和現(xiàn)實(shí)意義。 本文以馬克思主義唯物史觀和辯證法為理論指導(dǎo),立足對(duì)蒙古國(guó)最新法律文本解讀,結(jié)合外交學(xué)、政治學(xué)、國(guó)際政治學(xué)最新理論成果,運(yùn)用歷史學(xué)和社會(huì)學(xué)的研究方法,力爭(zhēng)全面、系統(tǒng)地研究當(dāng)代蒙古國(guó)外交政策的決策依據(jù)、內(nèi)容特點(diǎn)、決策機(jī)制,揭示其經(jīng)驗(yàn)得失,預(yù)測(cè)其未來(lái)發(fā)展趨勢(shì)。論文除導(dǎo)論、結(jié)語(yǔ)外,分為五章。 第一章概述當(dāng)代蒙古國(guó)外交政策、主要內(nèi)容,分析總結(jié)出當(dāng)代蒙古國(guó)外交政策的主要特征。 第二章分析當(dāng)代蒙古國(guó)外交政策的影響因素,突出論述了國(guó)際環(huán)境因素、國(guó)家實(shí)力因素、認(rèn)知因素對(duì)蒙古國(guó)外交政策的影響。 第三章研究當(dāng)代蒙古國(guó)外交政策決策機(jī)制,分析了當(dāng)代蒙古國(guó)外交政策決策機(jī)制中的主體,考察其決策過(guò)程,總結(jié)其決策模式,對(duì)其決策運(yùn)行機(jī)制進(jìn)行綜合評(píng)估。 第四章考察當(dāng)代蒙古國(guó)外交政策實(shí)踐,重點(diǎn)梳理、分析了當(dāng)代蒙古國(guó)對(duì)華、對(duì)俄、對(duì)美、對(duì)日及對(duì)主要國(guó)際組織的外交政策實(shí)施情況。 第五章研究當(dāng)代蒙古國(guó)外交政策發(fā)展趨勢(shì)及我對(duì)策。
[Abstract]:According to the changes of the situation at home and abroad, Mongolia, which changed its name in 1992, abandoned its position of turning one side to the Soviet Union and began to pursue a "multi-fulcrum" foreign policy. Mongolia completes the transformation at the same time, its foreign exchange unprecedented expansion, the international image has improved. Mongolian diplomacy not only creates a good external environment for the survival and development of the country, but also has a certain impact and influence on the relations between the regions and even the great powers. China and Mongolia have a long border, and at the same time bear a complex historical entanglement and practical interests. The study of its foreign policy is of both academic and practical significance. Under the guidance of Marxist historical materialism and dialectics, based on the interpretation of the latest legal texts of Mongolia, combined with the latest theoretical results of diplomacy, political science and international politics, and using the research methods of history and sociology, this paper strives to comprehensively and systematically study the decision-making basis, content characteristics and decision-making mechanism of contemporary Mongolian foreign policy, reveal its experience gains and losses, and predict its future development trend. In addition to the introduction and conclusion, the paper is divided into five chapters. The first chapter summarizes the foreign policy of contemporary Mongolia, the main content, and analyzes and summarizes the main characteristics of the foreign policy of contemporary Mongolia. The second chapter analyzes the influencing factors of contemporary Mongolian foreign policy, and highlights the influence of international environmental factors, national strength factors and cognitive factors on Mongolia's foreign policy. The third chapter studies the foreign policy decision-making mechanism of contemporary Mongolia, analyzes the main body of the foreign policy decision-making mechanism of contemporary Mongolia, investigates its decision-making process, summarizes its decision-making mode, and makes a comprehensive evaluation of its decision-making operation mechanism. The fourth chapter examines the foreign policy practice of contemporary Mongolia, focuses on combing, and analyzes the implementation of foreign policy of contemporary Mongolia towards China, Russia, the United States, Japan and major international organizations. The fifth chapter studies the development trend of contemporary Mongolian foreign policy and my countermeasures.
