【摘要】： 從上個世紀(jì)能源危機發(fā)生以后,能源外交就成為世界經(jīng)濟大國外交工作的重點。通過能源外交謀取全球能源資源配置中的經(jīng)濟利益,為本國經(jīng)濟發(fā)展提供保障,是各大國能源外交的核心內(nèi)容。我國的經(jīng)濟在改革開放以后快速發(fā)展,到了上世紀(jì)九十年代,國內(nèi)能源供應(yīng)不能滿足需求,尋求海外能源供應(yīng)成為一項重要的工作。 哈薩克斯坦能源資源豐富,而且與我國國土接壤,是我國尋求海外能源供應(yīng)的最優(yōu)選擇之一。我國與哈薩克斯坦的大規(guī)模能源合作始于上世紀(jì)末,在兩國政府、企業(yè)、個人等各層面的推動下,能源合作不斷發(fā)展,取得了許多重要的成果。進入新的世紀(jì)以后,我國對哈能源外交取得了新的成果的同時,面臨著更大的挑戰(zhàn)。哈國推行多元化的能源外交戰(zhàn)略,美國、俄羅斯、歐盟、日本等國不斷發(fā)展與哈國的能源合作關(guān)系,形成大國之間的能源博弈。給我國的對哈能源合作構(gòu)成挑戰(zhàn)。如何化解這一困境是我國能源外交工作的重要內(nèi)容。本文在借鑒前人研究的基礎(chǔ)上,簡單分析了我國與哈薩克斯坦能源合作的整個過程,以及如何解決能源合作中出現(xiàn)的問題。并提出了一些個人的見解。 本文分三個部分,從能源政策層面和外交政策層面簡單地分析論述了我國的能源政策和哈薩克斯坦的能源政策,力求從中找到兩國能源利益的結(jié)合點；從大國在該地區(qū)的能源外交博弈中找出我國的能源外交突破,取得能源合作上的雙贏共利；在對策中分析未來我國在哈薩克斯坦的能源外交前景。
[Abstract]:Since the energy crisis occurred in the last century, energy diplomacy has become the focus of the diplomatic work of the world economic powers. It is the core content of energy diplomacy to seek the economic interests in the allocation of global energy resources through energy diplomacy and to provide guarantee for the economic development of our country. After the reform and opening up, China's economy has developed rapidly. By the 1990s, the domestic energy supply could not meet the demand, so it has become an important work to seek overseas energy supply. Kazakhstan is rich in energy resources and bordering on China's territory, which is one of the best options for China to seek overseas energy supply. The large-scale energy cooperation between China and Kazakhstan began at the end of the last century. Under the promotion of the two governments, enterprises, individuals and other levels, energy cooperation has been continuously developed and achieved many important results. After entering the new century, China's energy diplomacy to Kazakhstan has made new achievements, at the same time, it is facing greater challenges. Kazakhstan pursues a diversified energy diplomacy strategy, and the United States, Russia, the European Union, Japan and other countries continue to develop energy cooperation relations with Kazakhstan, forming an energy game among the major powers. It poses a challenge to China's energy cooperation with Kazakhstan. How to solve this dilemma is an important part of energy diplomacy in our country. On the basis of previous studies, this paper briefly analyzes the whole process of energy cooperation between China and Kazakhstan, and how to solve the problems in energy cooperation. And put forward some personal opinions. This paper is divided into three parts, and briefly analyzes and discusses China's energy policy and Kazakhstan's energy policy from the energy policy level and the foreign policy level, and tries to find the combination of the energy interests of the two countries. This paper finds out the breakthrough of China's energy diplomacy in the game of energy diplomacy in this region, and obtains the win-win and common benefit of energy cooperation, and analyzes the prospect of China's energy diplomacy in Kazakhstan in the future.
