【摘要】：科學(xué)家團(tuán)體正在不斷為專業(yè)領(lǐng)域的全球治理提供科學(xué)依據(jù)。專注于北極研究的科學(xué)家團(tuán)體是人類提高北極認(rèn)知的基石,同樣也是了解北極環(huán)境的重要渠道。正是通過這些科學(xué)家的研究,客觀存在的環(huán)境因素和自然現(xiàn)象才能成為社會(huì)存在,他們建立起來的理論才能夠被社會(huì)理解和接受,也由此進(jìn)入北極政治的議程。與北極相關(guān)的科學(xué)研究旨在認(rèn)識和把握北極治理現(xiàn)象背后的規(guī)律,同時(shí)也為北極問題的解決提供指導(dǎo)性建議。與哈斯強(qiáng)調(diào)的知識共同體的權(quán)力過程不同,本文聚焦于科學(xué)家團(tuán)體的知識和規(guī)制兩種作用,表現(xiàn)在北極治理上主要有兩個(gè)方面:一是極地問題的知識化;二是北極事務(wù)的規(guī)制化。這兩重作用體現(xiàn)在北極事務(wù)的議程制定、議題確定的過程以及闡述、實(shí)施和評估政策的交互作用中,并且推動(dòng)了極地治理事務(wù)的發(fā)展。
[Abstract]:Groups of scientists are constantly providing a scientific basis for global governance in the field of expertise. A group of scientists focused on Arctic research is the cornerstone of human awareness of the Arctic and an important channel for understanding the Arctic environment. It is through the research of these scientists that the objective environmental factors and natural phenomena can become social existence, and the theories they have established can be understood and accepted by the society, and thus enter the agenda of Arctic politics. The purpose of scientific research related to the Arctic is to understand and grasp the laws behind the phenomenon of Arctic governance, and to provide guiding suggestions for the solution of Arctic problems. Different from the power process of knowledge community emphasized by Haas, this paper focuses on the knowledge and regulation of scientist groups, which is manifested in two main aspects of Arctic governance: one is the knowledge of polar problems; Second, the regulation of Arctic affairs. These two roles are reflected in the agenda setting of Arctic affairs, the process of topic determination and the interaction of expounding, implementing and evaluating policies, and promote the development of polar governance affairs.
