【摘要】：新時(shí)期亞洲安全局勢的復(fù)雜特點(diǎn)與嚴(yán)峻局勢使建設(shè)亞洲安全新架構(gòu)提上日程。而現(xiàn)有的、包含大多數(shù)亞洲國家的亞信會議可以為亞洲安全架構(gòu)建設(shè)提供有益幫助。亞信會議在促進(jìn)亞洲和平與合作、增進(jìn)成員國相互了解與信任方面發(fā)揮著獨(dú)特作用。面對亞洲地區(qū)存在的共同的、綜合性安全挑戰(zhàn),亞信會議的安全理念也在不斷演變與完善。中國倡導(dǎo)的亞洲新安全觀已經(jīng)成為亞信會議安全理念的核心內(nèi)容,這對促進(jìn)亞洲國家互信與協(xié)作,共建安全穩(wěn)定的地區(qū)環(huán)境具有深遠(yuǎn)意義。尊重與照顧所有成員國的安全關(guān)切、以對話合作來促進(jìn)安全互信是亞信會議開展安全合作的主要考慮。未來亞信會議框架下的安全合作應(yīng)在新安全觀基礎(chǔ)上,克服認(rèn)知共同體、利益共同體、責(zé)任共同體以及命運(yùn)共同體缺乏的困境,積極落實(shí)各項(xiàng)互信措施,加強(qiáng)機(jī)制建設(shè),為建立亞洲安全新架構(gòu)作出貢獻(xiàn)。
[Abstract]:The complex characteristics and grim situation of the security situation in Asia in the new period put the construction of a new security architecture in Asia on the agenda. The existing ASIC meetings, which include most Asian countries, can provide useful help in building Asia's security architecture. The CICA meeting played a unique role in promoting peace and cooperation in Asia and enhancing mutual understanding and trust among member States. In the face of the common and comprehensive security challenges in Asia, the security concept of the ASIC Conference is also constantly changing and improving. The new Asian security concept advocated by China has become the core content of the security concept of the ASIC conference, which is of far-reaching significance to promote mutual trust and cooperation among Asian countries and to build a secure and stable regional environment. Respecting and caring for the security concerns of all member States and promoting security mutual trust through dialogue and cooperation are the main considerations of security cooperation at the CICA meeting. On the basis of the new security concept, the security cooperation under the framework of the future ASIC conference should overcome the difficulties lacking in the cognitive community, the interest community, the responsibility community and the community with a shared future, actively implement various mutual trust measures and strengthen the construction of mechanisms. To contribute to the establishment of a new security architecture in Asia.
