“新太平洋共同體”設(shè)想下美國東亞政策

【摘要】： 冷戰(zhàn)結(jié)束,舊的國際格局已經(jīng)分崩離析,新的國際格局正在形成之中。作為冷戰(zhàn)后留下的唯一超級大國——美國,開始積極追求其統(tǒng)治下的單極世界,在新國際格局的構(gòu)建中積極地扮演主導(dǎo)者的角色。此時上臺的克林頓總統(tǒng)面臨著美國國內(nèi)經(jīng)濟(jì)蕭條,與西方盟友的關(guān)系也并不融洽的局面,情況不容樂觀。與之相反東亞國家發(fā)展迅速,尤其是在20世紀(jì)80年代以來,亞洲四小龍的騰飛,帶動著整個東亞國家的迅猛發(fā)展,成為世界矚目的焦點(diǎn),也是吸引了美國的目光。故而在多重原因的作用下,美國開始將對外戰(zhàn)略的重點(diǎn)轉(zhuǎn)向了東亞地區(qū),提出了承前啟后的美國東亞戰(zhàn)略設(shè)想——“新太平洋共同體”。 本文將論述“新太平洋共同體”設(shè)想提出的背景、內(nèi)容、意圖；并分析在此設(shè)想下,美國在東亞地區(qū)實(shí)施的經(jīng)濟(jì)、安全、“民主化”政策：在此基礎(chǔ)之上,分析美國所推行的這些政策給東亞地區(qū)帶來了哪些積極和消極的影響,對美國自身又產(chǎn)生了哪些影響。
[Abstract]:At the end of the Cold War, the old international pattern has fallen apart and a new international pattern is being formed. As the only superpower left behind after the Cold War, the United States began to actively pursue the unipolar world under its rule and actively play a leading role in the construction of the new international pattern. President Clinton, who came to power at the time, is facing a depression in the United States and a discordant relationship with Western allies, which is not optimistic. On the contrary, the rapid development of East Asian countries, especially since the 1980s, the take-off of the four small dragons in Asia has led to the rapid development of the whole East Asian countries, has become the focus of attention in the world, but also attracted the attention of the United States. Therefore, under the action of multiple reasons, the United States began to shift the focus of its foreign strategy to East Asia, and put forward the "New Pacific Community", the strategic vision of the United States in East Asia, which links the past and the future. This paper will discuss the background, content and intention of the "New Pacific Community". Under this assumption, the economic, security and "democratization" policies implemented by the United States in East Asia are analyzed. On this basis, the positive and negative effects of these policies pursued by the United States on East Asia are analyzed. What impact has it had on the United States itself?
