新世紀我國文化外交戰(zhàn)略研究

【摘要】：黨的十七屆六中全會提出了文化大發(fā)展大繁榮的要求，當今世界文化與經(jīng)濟、政治二者相互補充，越來越突出地成為綜合國力競爭中的核心元素，這從客觀上反應了文化外交與國際政治的特殊關系。文化在國際政治中扮演的角色更加重要，，與文化相關的研究也受到研究者更多的關注。作為一種戰(zhàn)略性手段，文化外交不僅服務于政治、經(jīng)濟等傳統(tǒng)外交，還擔負著新時期塑造中國國際形象的重任，在培養(yǎng)國際輿論環(huán)境和增強國家認同感方面的作用也不容忽視。當前，文化外交成為中國對外文化友好關系的重中之重，成為國際文化關系中的主角。新世紀中國文化外交應當以和平發(fā)展戰(zhàn)略為基點，不斷建立健全外交機制和方式，使人們在完善公共外交的同時健全整體的文化外交工作，同時還要不斷倡導國際文明新秩序的建立。 本文以馬克思主義理論為基本指導方針，運用宏觀分析與微觀分析相結合、演繹與歸納相結合以及政治、歷史文化等多學科綜合研究方法，對文化外交的基本概念和相關方面進行了研究。本文的主要內容共分為四章：緒論介紹了本研究課題的意義、現(xiàn)狀、思路和方法，力求從宏觀上了解文化外交的命題；第一章淺要描述文化外交的概念、方式和戰(zhàn)略，總結出文化外交的隱蔽性、思想性、長期性和依附性等特點，并將文化外交上升到戰(zhàn)略高度進行探討；第二章結合案例對中國文化外交的歷程和經(jīng)驗進行了簡要的梳理和總結，并在這個過程中比較分析了中國文化外交的途徑和方式，經(jīng)驗和教訓；第三章探討了當代全方位的中國外交，并結合對文化年、文化月，孔子學院的案例分析，重申了中國的文明多樣性主張；第四章是本研究課題的核心章節(jié)，針對前幾章提出的諸多命題，提出拓展中國文化外交的對策和建議。通過這四個部分內容的淺要分析，筆者試圖從基本的內容闡述來認識我國文化外交戰(zhàn)略。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee put forward the requirement of great development and prosperity of culture. Nowadays, the world culture, economy and politics complement each other, becoming more and more prominent as the core element in the competition for comprehensive national strength. This objectively reflects the special relationship between cultural diplomacy and international politics. Culture plays a more important role in international politics, and more attention has been paid to culture-related studies. As a strategic means, cultural diplomacy not only serves the traditional diplomacy such as politics and economy, but also plays an important role in shaping China's international image in the new period. The role of cultural diplomacy in fostering the international public opinion environment and enhancing the sense of national identity should not be ignored. At present, cultural diplomacy has become the most important part of China's foreign cultural friendly relations and the leading role in international cultural relations. In the new century, China's cultural diplomacy should be based on the strategy of peaceful development, and should constantly establish and improve diplomatic mechanisms and ways, so that people can perfect the overall cultural diplomacy work while perfecting public diplomacy. At the same time, we should continue to advocate the establishment of a new international civilized order. Taking Marxist theory as the basic guideline, this paper uses the combination of macro-analysis and micro-analysis, the combination of deduction and induction, and the comprehensive research methods of politics, history and culture, etc. This paper studies the basic concepts and related aspects of cultural diplomacy. The main contents of this paper are divided into four chapters: the introduction introduces the significance, current situation, ideas and methods of this research topic, and tries to understand the proposition of cultural diplomacy from a macro perspective; The first chapter briefly describes the concept, mode and strategy of cultural diplomacy, summarizes the characteristics of cultural diplomacy, such as concealment, ideology, long-term and dependency, and discusses cultural diplomacy to the strategic level. The second chapter gives a brief review and summary of the course and experience of Chinese cultural diplomacy, and compares and analyzes the ways, experiences and lessons of Chinese cultural diplomacy in this process. The third chapter discusses the contemporary all-round Chinese diplomacy, and combined with the case analysis of the year of Culture, Culture month, Confucius Institute, reaffirmed China's idea of diversity of civilization; The fourth chapter is the core chapter of this research topic, aiming at many propositions put forward in the previous chapters, puts forward the countermeasures and suggestions to expand Chinese cultural diplomacy. Through the analysis of these four parts, the author tries to understand the cultural diplomacy strategy of our country from the basic content.
