“道義外交”與新中國(guó)對(duì)日策略

【摘要】:新中國(guó)成立初期,為了打破中日間的“不正!睜顟B(tài),著眼未來(lái)建立兩國(guó)正常的外交關(guān)系,中國(guó)政府提出了“民間先行,以民促官”的對(duì)日方針,旨在通過(guò)開(kāi)展“民間外交”來(lái)推動(dòng)中日關(guān)系走向正常化。事實(shí)證明,“民間外交”在推動(dòng)中日兩國(guó)關(guān)系發(fā)展中始終發(fā)揮著重要作用。在活躍的多層次的“民間外交”蓬勃發(fā)展的過(guò)程中,始終隱含著推動(dòng)中日關(guān)系發(fā)展的“道義外交”!氨鶅鋈,非一日之寒。”“道義外交”以其道義力量,化解了日本帝國(guó)主義給中日兩國(guó)人民造成的戰(zhàn)爭(zhēng)傷害和心靈創(chuàng)傷,使兩國(guó)人民在感情和心理上不斷靠近,為開(kāi)啟中日“民間外交”的大門(mén)進(jìn)而推動(dòng)兩國(guó)關(guān)系走向正;峁┝酥ΑD壳,學(xué)術(shù)界對(duì)此的研究甚少。有鑒于此,本文以新中國(guó)成立后中日關(guān)系的發(fā)展為主線,以新中國(guó)為實(shí)現(xiàn)中日邦交正常化而做出的種種“道義”努力為考查重點(diǎn),從外交策略的角度來(lái)分析“道義外交”及其實(shí)踐。全文主要由三部分構(gòu)成: 第一部分主要論述“道義外交”的界定及其淵源。具體分析新中國(guó)對(duì)日“道義外交”的由來(lái)及其主要特征、歷史淵源、與“人民外交”的關(guān)系。 第二部分論述新中國(guó)對(duì)日“道義外交”的運(yùn)用及其在中日關(guān)系發(fā)展中的作用。通過(guò)把握“道義外交”的實(shí)施背景,重點(diǎn)考察善待日本遺孤、寬釋日本戰(zhàn)俘、放棄對(duì)日戰(zhàn)爭(zhēng)索賠、對(duì)日民間往來(lái)、中日無(wú)信不立等典型案例和事件,從而探討對(duì)日“道義外交”的運(yùn)用;根據(jù)民間外交的建立、向半官方的發(fā)展、蜜月期的中日交往、中日關(guān)系不斷提升等中日關(guān)系四個(gè)階段,闡明“道義外交”在中日關(guān)系發(fā)展中的作用。 第三部分主要闡明中日之間“道義外交”的現(xiàn)狀及其評(píng)價(jià)問(wèn)題。具體論述新中國(guó)對(duì)日“道義外交”的遺留問(wèn)題及評(píng)價(jià)、實(shí)現(xiàn)中日邦交正;途S系中日關(guān)系等兩方面價(jià)值。 文章最后指出,在未來(lái)中日關(guān)系中,“道義外交”仍然有用武之地。它可以使中國(guó)在中日關(guān)系中始終處于道德制高點(diǎn),為中日戰(zhàn)略互惠關(guān)系的建設(shè)不斷增信釋疑,同時(shí)又可使中國(guó)對(duì)日“道義外交”成為中國(guó)處理對(duì)外關(guān)系的典范,不斷增強(qiáng)中國(guó)的國(guó)際公信力和國(guó)家軟實(shí)力。另一方面,我們必須明白:作為一項(xiàng)外交策略,“道義外交”不可能代替正常的外交政策和外交戰(zhàn)略;“道義外交”實(shí)施過(guò)程中,應(yīng)該更注重對(duì)國(guó)家利益的訴求,不應(yīng)僅為了道義而道義,而應(yīng)為了國(guó)家利益而道義;“道義外交”的具體運(yùn)用,應(yīng)更講究“道義”方式,一旦做出要廣而告之,昭示天下;“道義外交”要與互惠互利相輔相成,共同促進(jìn)雙邊關(guān)系的發(fā)展。
[Abstract]:In the early days of the founding of the people's Republic of China, in order to break the "abnormal" state between China and Japan and to set up normal diplomatic relations between the two countries in the future, the Chinese Government put forward the policy of "giving priority to the people and promoting officials with the people." The aim is to promote the normalization of Sino-Japanese relations through the development of "folk diplomacy". Facts have proved that "folk diplomacy" has always played an important role in promoting the development of Sino-Japanese relations. During the vigorous development of folk diplomacy, the moral diplomacy which promotes the development of Sino-Japanese relations has always been implied. "three feet of ice, not a day of cold." "moral diplomacy", with its moral strength, defused the war injury and trauma caused by Japanese imperialism to the people of China and Japan, and brought the peoples of the two countries closer emotionally and psychologically. It helps to open the door of "folk diplomacy" between China and Japan and promote the normalization of the relations between the two countries. At present, academic research on this is very little. In view of this, this article takes the development of Sino-Japanese relations after the founding of New China as the main line, and focuses on the various "moral efforts" made by New China to achieve the normalization of Sino-Japanese diplomatic relations. This paper analyzes "moral diplomacy" and its practice from the perspective of diplomatic strategy. The full text mainly consists of three parts: the first part mainly discusses the definition and origin of moral diplomacy. This paper analyzes the origin, main characteristics, historical origin, and the relationship between people's diplomacy and "moral diplomacy" of New China to Japan. The second part discusses the application of New China's moral diplomacy to Japan and its role in the development of Sino-Japanese relations. By grasping the background of the implementation of "moral diplomacy", we will focus on typical cases and events, such as treating Japanese orphans, liberating Japanese prisoners of war, abandoning claims for war against Japan, non-governmental exchanges with Japan, and China and Japan having no credibility or disbelief, and so on. In order to explore the use of "moral diplomacy" to Japan; According to the establishment of folk diplomacy, the semi-official development, the Sino-Japanese exchanges during the honeymoon period, and the continuous improvement of Sino-Japanese relations, this paper expounds the role of "moral diplomacy" in the development of Sino-Japanese relations. The third part mainly expounds the present situation and evaluation of the moral diplomacy between China and Japan. This paper discusses the problems left over by the "moral diplomacy" of New China to Japan and its evaluation, the normalization of Sino-Japanese diplomatic relations and the value of maintaining Sino-Japanese relations. Finally, the paper points out that in the future Sino-Japanese relations, moral diplomacy still has the opportunity to exert its talents. It can keep China at a moral high point in Sino-Japanese relations, constantly increase its confidence in the construction of a mutually beneficial strategic relationship between China and Japan, and at the same time make China's "moral diplomacy" towards Japan a model for China's handling of foreign relations. Continue to strengthen China's international credibility and national soft power. On the other hand, we must understand that as a diplomatic strategy, "moral diplomacy" cannot replace the normal foreign policy and foreign strategy; In the process of implementing "moral diplomacy", we should pay more attention to the demand for national interests, not only for moral reasons but also for national interests. The concrete application of "moral diplomacy" should pay more attention to the way of "morality", once it is made widely, it should be made known to the whole world, and "moral diplomacy" should complement each other with mutual benefit and promote the development of bilateral relations together.
