【摘要】：傳統(tǒng)觀點(diǎn)認(rèn)為,外交當(dāng)為主權(quán)國(guó)家及其中央政府之專(zhuān)有職能。然而,隨著全球化趨勢(shì)的不斷加強(qiáng),全球相互依賴的程度日益加深,非國(guó)家行為體的地位、作用逐漸凸顯,以城市為代表的次國(guó)家行為體方興未艾,日益活躍,城市外交成為國(guó)際舞臺(tái)上一道亮麗的風(fēng)景線。改革開(kāi)放后,中國(guó)城市的自主性大為增強(qiáng)。不斷擴(kuò)大的國(guó)際經(jīng)濟(jì)利益使得中國(guó)城市開(kāi)展城市外交成為一種必要,而中美城市外交則是中國(guó)城市外交的核心性組成部分。 近年來(lái),關(guān)注中國(guó)城市外交問(wèn)題的相關(guān)學(xué)術(shù)著作和論文開(kāi)始出現(xiàn),然而,迄今為止,尚無(wú)有關(guān)中美城市外交的專(zhuān)門(mén)研究。鑒于中美城市外交的重要地位,本文擬以1979年到2010年的統(tǒng)計(jì)數(shù)據(jù)為分析樣本,詳細(xì)考察中美城市外交的特點(diǎn)及其對(duì)中美外交關(guān)系和城市本身的影響,以期對(duì)這一問(wèn)題的認(rèn)識(shí)有所深化。 中美城市外交既深深影響著國(guó)家間關(guān)系,又對(duì)城市的經(jīng)濟(jì)社會(huì)發(fā)展意義重大。目前,中國(guó)對(duì)美城市外交尚存在著明顯的問(wèn)題與不足,但同時(shí)又有著歷史文化、經(jīng)濟(jì)社會(huì)、政策法規(guī)等諸多方面可供利用的條件,本文將針對(duì)新時(shí)期中美城市外交存在的現(xiàn)實(shí)性問(wèn)題,提出可供參考的應(yīng)對(duì)之策,以促進(jìn)中美城市外交健康發(fā)展。
[Abstract]:Traditionally, diplomacy should be the exclusive function of sovereign states and their central governments. However, with the increasing trend of globalization, the degree of global interdependence is deepening, the status and role of non-State actors are becoming increasingly prominent, and sub-national actors, represented by cities, are in the ascendant and becoming increasingly active. Urban diplomacy has become a beautiful landscape on the international stage. After the reform and opening up, the autonomy of Chinese cities has been greatly enhanced. The expanding international economic interests make it necessary for Chinese cities to carry out urban diplomacy, while Sino-US urban diplomacy is the core component of Chinese urban diplomacy. In recent years, academic works and papers concerned with urban diplomacy in China have appeared. However, there is no special research on urban diplomacy between China and the United States so far. In view of the importance of urban diplomacy between China and the United States, this paper intends to take the statistical data from 1979 to 2010 as a sample to investigate in detail the characteristics of Sino-US urban diplomacy and its impact on Sino-US diplomatic relations and the cities themselves. In order to deepen the understanding of this issue. Chinese-American city diplomacy not only deeply affects the relationship between countries, but also has great significance for the economic and social development of cities. At present, there are still obvious problems and shortcomings in China's urban diplomacy to the United States, but at the same time, there are many conditions that can be used in history, culture, economy and society, policies and regulations, etc. In view of the realistic problems existing in Sino-US urban diplomacy in the new period, this paper puts forward some countermeasures for reference in order to promote the healthy development of Sino-US urban diplomacy.
