【摘要】： 邊界問題歷來是國(guó)際沖突的主要原因之一,也是國(guó)際關(guān)系中最敏感和最難處理的問題之一,而中俄兩國(guó)的邊界又是在300多年里逐漸形成的,有著非常復(fù)雜的歷史背景。現(xiàn)在,中俄作為世界上的大國(guó),它們的關(guān)系如何發(fā)展,不僅對(duì)兩國(guó)至關(guān)重要,而且對(duì)整個(gè)亞洲乃至整個(gè)世界的和平與發(fā)展、世界政治經(jīng)濟(jì)新秩序的建立都產(chǎn)生深遠(yuǎn)影響。因此,研究中俄邊界問題具有重要的意義。首先,具有重要的戰(zhàn)略意義。對(duì)于正在進(jìn)行現(xiàn)代化建設(shè)的中國(guó)需要一個(gè)穩(wěn)定的周邊環(huán)境,俄羅斯遠(yuǎn)東地區(qū)是毗鄰中國(guó)東北的重要周邊地區(qū),研究如何通過有效途徑和平解決邊界,確保穩(wěn)定的周邊環(huán)境無論從政治還是經(jīng)濟(jì)、安全等方面都對(duì)我國(guó)意義重大。其次,具有一定的學(xué)術(shù)價(jià)值。中俄邊界問題是歷史遺留問題,是兩國(guó)政府間處理雙邊關(guān)系時(shí)特別關(guān)注的問題,因而成為歷來學(xué)術(shù)界比較關(guān)注的焦點(diǎn)。最后,具有一定的現(xiàn)實(shí)指導(dǎo)作用。在世界進(jìn)入和平與發(fā)展為主題的今天,和平解決國(guó)際爭(zhēng)端已經(jīng)成為越來越多的主權(quán)國(guó)家的共識(shí)。本論文通過研究中俄和平解決邊界問題的過程,為世界其它國(guó)家解決類似問題提供了一個(gè)借鑒,具有一定的現(xiàn)實(shí)作用。本文以黑瞎子島回歸為契機(jī),以邊界學(xué)和歷史學(xué)等理論為基礎(chǔ),研究中俄兩國(guó)解決邊界問題的過程和探討導(dǎo)致邊界變化的根源及邊界問題的解決對(duì)兩國(guó)的現(xiàn)實(shí)意義和對(duì)世界的影響。 本論文分為五章,其中二、三、四章為本文的重要部分,第一章是緒論,主要介紹論文選題的目的、意義、研究現(xiàn)狀與動(dòng)態(tài)等。第二章是中俄兩國(guó)邊界問題的由來。第三章是中俄邊界問題的解決過程,也就是堅(jiān)苦的談判過程。第四章主要介紹了黑瞎子島問題的解決過程,及兩國(guó)漫長(zhǎng)的復(fù)雜的勘界工作。第五章是兩國(guó)邊界問題的解決對(duì)兩國(guó)的意義及世界的影響。
[Abstract]:The boundary problem has always been one of the main causes of international conflicts and one of the most sensitive and difficult problems in international relations. However, the border between China and Russia has gradually formed in more than 300 years and has a very complicated historical background. At present, as a big country in the world, how China and Russia develop their relations is of great importance not only to the two countries, but also to the peace and development of the whole Asia and the whole world, and to the establishment of a new world political and economic order. Therefore, it is of great significance to study the boundary between China and Russia. First of all, it has important strategic significance. For China, which is in the process of modernization, it needs a stable surrounding environment. The far East region of Russia is an important peripheral region adjacent to northeast China. We will study how to resolve the border peacefully through effective means. Ensuring a stable surrounding environment is of great significance to our country in terms of politics, economy, security and so on. Secondly, it has certain academic value. The border issue between China and Russia is a historical issue, which is a special concern in the bilateral relations between the governments of the two countries, and has become the focus of academic circles. Finally, it has certain practical guidance function. Today, when the world enters into the theme of peace and development, the peaceful settlement of international disputes has become the consensus of more and more sovereign states. By studying the process of the peaceful settlement of border problems between China and Russia, this paper provides a reference for other countries in the world to solve similar problems. This paper takes the return of Hexiaizi Island as a turning point, based on the theories of boundary science and history, etc. This paper studies the process of solving the boundary problem between China and Russia and probes into the root cause of the boundary change and the realistic significance of the settlement of the boundary problem to the two countries and its influence on the world. This paper is divided into five chapters, of which two, three, four are the important part of this paper. The first chapter is the introduction, mainly introduces the purpose, significance, research status and dynamic. The second chapter is the origin of the border problem between China and Russia. The third chapter is the process of solving the boundary problem between China and Russia, that is, the difficult negotiation process. The fourth chapter mainly introduces the process of solving the problem of Heixiazi Island and the long and complicated demarcation work between the two countries. The fifth chapter is the significance of the boundary problem between the two countries and the impact on the world.
