新中國(guó)對(duì)沙特、以色列人文外交比較研究
[Abstract]:Although Minister Yang Jiechi put forward the concept of "Humanistic diplomacy" for the first time in his report entitled "International situation and diplomatic work after the Olympic Games" in the Central Party School in October 2008, the practice of humanistic exchange in China has a long history. It began along the Silk Road and was brilliant in Zheng he's voyage to the West. In fact, China's humanistic diplomacy inherits the traditional humanistic thoughts, such as "only the people based on the state" and "the Union of Nations", and promotes the formation of the diplomatic concept of "harmonious world". It not only meets the practical needs of constructing Chinese national image theory, civilized dialogue theory and national soft power theory, but also provides valuable experience for the promotion of Chinese discourse and innovation of global governance model. In 2009, President Hu Jintao set forth the diplomatic objectives of the "four forces" at the "Eleventh diplomatic Conference of envoys abroad", namely, "political influence", "economic competitiveness", "image affinity" and "moral appeal". In 2012, the report of the 18th National Congress of the Communist Party of China also stressed the need to carry forward China's excellent culture, promote cultural exchanges in a down-to-earth manner, and consolidate the social foundation for the development of state relations. Therefore, carrying out humanistic diplomacy not only helps to spread the cultural tradition of "harmony", the road of peaceful development and the idea of "harmonious world", but also highlights its basis and leading role in China's overall diplomacy. Facts have proved that the exchange of official high-level visits and civil friendly exchanges have provided abundant resources and strong guarantees for China's humanistic diplomacy to Saudi Arabia and Israel. Based on the analysis of humanistic diplomacy and its related concepts, this paper expounds its relationship with the traditional peaceful diplomacy of our country, and combs our country and Saudi Arabia with the breakthrough point of China and Saudi Arabia. The development and main characteristics of the humanistic communication in Israel are analyzed from two aspects, namely, the construction of the theory of human diplomacy and the practical operation of the new China to Saudi Arabia, and the typical cases are selected for the empirical study. The main achievements and shortcomings of Israel's humanistic diplomacy. This paper also analyzes the causes of the differences between China and Saudi Arabia and Israel in three aspects: national, regional and international, and sums up the main challenges and opportunities that our country faces to Saudi Arabia and Israel. This paper probes into the importance and feasibility of the construction of humanistic diplomacy mechanism in China, and makes a rational thinking on how to further deepen the humanistic diplomacy in the Middle East.
