【摘要】：當(dāng)前及未來一段時(shí)期,中國面臨的國際戰(zhàn)略環(huán)境將由五個(gè)維度構(gòu)成:一是世界多極化趨勢愈益凸顯,增添國際和地區(qū)格局變動的不確定性;二是大國關(guān)系競爭面上升,尤其是圍繞印度洋-太平洋-亞洲板塊的地緣戰(zhàn)略競爭和軍事戰(zhàn)略競爭明顯加劇,安全色彩突出;三是國際現(xiàn)有規(guī)制持續(xù)變革調(diào)整,多種新規(guī)制應(yīng)運(yùn)而生,二者交織并存推動國際秩序和國際體系重構(gòu),增添了規(guī)則之爭的緊迫性和長期性;四是中國與世界的相互作用向規(guī)制層面擴(kuò)展深化,中國對世界的影響持續(xù)增大,中國發(fā)展面臨的戰(zhàn)略機(jī)遇期越來越取決于自身的世界定位和行為選擇;五是中美合作的新空間、新亮點(diǎn)開始改變兩國關(guān)系的結(jié)構(gòu)和性質(zhì),機(jī)制化程度提高為雙邊關(guān)系穩(wěn)定發(fā)展提供制度保障,危機(jī)管控機(jī)制能力建設(shè)推進(jìn)使雙方堅(jiān)守不沖突、不對抗底線成為可能,人文交流大規(guī)模展開將厚植兩國關(guān)系的社會基礎(chǔ)。這些特點(diǎn)表明,中美新型大國關(guān)系形態(tài)正在顯現(xiàn),可能成為影響中國國際戰(zhàn)略環(huán)境的重大利好因素。
[Abstract]:At present and in the future, the international strategic environment that China faces will be composed of five dimensions: first, the trend of world multipolarization is becoming more and more prominent, adding uncertainty to the changes of international and regional patterns; Second, the competition of great power relations is on the rise, especially the geo-strategic competition and military strategic competition around the Indian Ocean-Pacific-Asia plate are obviously intensified, and the color of security is prominent; Third, the international existing regulation continues to change the adjustment, many kinds of new regulations emerge as the times require, the two intertwined and coexists to promote the international order and the international system reconstruction, has increased the rule dispute urgency and the long-term nature; Fourth, the interaction between China and the world expands and deepens to the level of regulation, and China's influence on the world continues to increase. The period of strategic opportunity for China's development is more and more dependent on its own world orientation and behavior choice. Fifth, a new space for Sino-US cooperation. The new bright spots have begun to change the structure and nature of bilateral relations. The degree of institutionalization has increased to provide institutional guarantees for the stable development of bilateral relations. The development of the crisis control mechanism has enabled the two sides to adhere to no conflict. It is possible not to confront the bottom line, and a massive expansion of human exchange will underpin the social foundation of bilateral relations. These characteristics indicate that the new pattern of great power relations between China and the United States is emerging and may become a major positive factor affecting China's international strategic environment.
