中國崛起過程中的海權戰(zhàn)略研究

【摘要】：本文研究中國海權的解構與建構問題。 海洋對于人類社會的生存與發(fā)展產(chǎn)生著至關重要的影響。從資源層面上看,海洋不僅為人類提供了“鹽漁之利”,也為人類提供了寶貴的油氣資源和礦產(chǎn)資源；從貿易層面上看,便利的海洋運輸在全球化時代的各國貿易中扮演著重要的角色,承擔著各國之間主要的通聯(lián)、運輸職能；從國家安全層面上看,海洋作為天然的戰(zhàn)略屏障,對瀕海國家的陸上安全有極大的戰(zhàn)略價值�？刂坪Ｑ蟆l(fā)展海洋事業(yè),構建新型的海洋發(fā)展戰(zhàn)略已經(jīng)成為各主要臨海大國的共識。 海權對于中國來講,是一個陌生的詞匯。長期以來,由于中國的地理環(huán)境、歷史觀念、民族文化、政府特性等因素影響,海洋的發(fā)展始終成為大陸文明的附屬品。長期以來“重陸輕�！钡氖嘏f觀念,從根本上遏制了中國的向海意識。隨著近代在海洋爭奪中的被動挨打,中國徹底喪失了海洋優(yōu)勢,打碎了一直以來“天朝上國”的迷夢,海洋優(yōu)勢的喪失,也直接導致了中國陸上的淪陷。長期以來,中國作為一個擁有漫長海岸線的臨海大國,卻一直沒有發(fā)展出一套符合自己特色的海權理論。 當代中國,隨著改革開放的不斷深入,全球性相互依賴的不斷增強,國際間的交流與貿易往來日益增多。國力的增強,喚醒了中國壓抑已久的海洋意識。中國的發(fā)展離不開海洋；中國的穩(wěn)定與安全也離不開海洋。在這一背景下,構建新時期符合中國發(fā)展特色的海洋戰(zhàn)略就顯得尤為緊迫。 本文在吸收中西方學者關于海權理論的研究成果基礎上,深入分析中國海權的實際現(xiàn)狀,并尋找中國海權現(xiàn)狀的成因,通過對中國海權的解構進行較全面的分析。從中國海權不同于西方傳統(tǒng)海權的個性出發(fā),明確了中國海權多元化、立體化的發(fā)展趨勢。在中國和平崛起的大背景下,區(qū)分了海洋和陸地在國家發(fā)展戰(zhàn)略中的各自地位。從軍事、經(jīng)濟、外交、制度、文化五個方面的維度出發(fā),提出了中國新型海洋戰(zhàn)略的建構思路,并探討了中國海權發(fā)展對于中國崛起的積極意義和可能面臨的問題與困難。
[Abstract]:This paper studies the deconstruction and construction of China's maritime power. The ocean plays an important role in the survival and development of human society. From the point of view of resources, the ocean not only provides human beings with "profit from salt fishing", but also provides valuable oil and gas resources and mineral resources for human beings. From the perspective of trade, convenient maritime transport plays an important role in the trade of countries in the era of globalization. From the aspect of national security, the sea, as a natural strategic barrier, is of great strategic value to the land safety of coastal countries. Controlling ocean, developing ocean undertaking and constructing new strategy of ocean development have become the consensus of major coastal countries. Sea power is a strange word for China. For a long time, the development of the ocean has always been a subsidiary of the mainland civilization due to the influence of the geographical environment, historical concept, national culture and government characteristics of China. For a long time, the traditional concept of "emphasizing land and light sea" has fundamentally restrained China's sense of seaward. With the passive attack on the sea in modern times, China has completely lost its maritime superiority, broken the dream of "the upper kingdom of the Chinese dynasty" all the time, and the loss of the sea advantage has directly led to the fall of China on land. For a long time, China, as a sea-front country with a long coastline, has not developed a theory of sea power according to its own characteristics. In contemporary China, with the deepening of reform and opening up and the increasing interdependence of the world, international exchanges and trade exchanges are increasing day by day. The enhancement of national strength has awakened China's long-suppressed consciousness of the sea. China's development can not be separated from the sea, and China's stability and security can not be separated from the sea. Under this background, it is particularly urgent to construct the ocean strategy in line with China's development characteristics in the new period. On the basis of absorbing the research results of Chinese and Western scholars on the theory of sea power, this paper deeply analyzes the actual situation of China's sea power, and looks for the causes of the present situation of China's sea power, and makes a more comprehensive analysis of the deconstruction of China's sea power. Starting from the personality of Chinese sea power which is different from western traditional sea power, this paper clarifies the development trend of China's sea power diversification and three-dimensional. Against the background of China's peaceful rise, the paper distinguishes the position of sea and land in national development strategy. Based on the five dimensions of military affairs, economy, diplomacy, institution and culture, this paper puts forward the construction idea of China's new marine strategy, and probes into the positive significance of China's sea power development for the rise of China and the problems and difficulties it may face.
