論中韓兩國(guó)在構(gòu)建朝鮮半島和平機(jī)制中的作用

【摘要】:朝鮮半島和平機(jī)制的構(gòu)建是研究東北亞、朝鮮半島問(wèn)題的學(xué)者所熱心關(guān)注并重點(diǎn)討論的課題之一。冷戰(zhàn)結(jié)束后,基于東北亞國(guó)際安全結(jié)構(gòu)的調(diào)整,1953年停戰(zhàn)協(xié)定的滯后性、朝鮮半島局勢(shì)的突發(fā)性和不確定性等問(wèn)題更加凸顯,朝鮮半島需要一個(gè)新的和平機(jī)制來(lái)規(guī)范相關(guān)行為體的行為以維護(hù)半島地區(qū)的和平。朝鮮半島的現(xiàn)有格局實(shí)際上是一個(gè)地區(qū)性多邊戰(zhàn)略框架,由于該地區(qū)并沒有完全脫離冷戰(zhàn)格局,所以還遠(yuǎn)不是一個(gè)穩(wěn)定的安全框架。因此,朝鮮半島從目前的“停戰(zhàn)機(jī)制”轉(zhuǎn)向永久的和平機(jī)制更加具有必要性,只有這樣朝鮮半島這個(gè)熱點(diǎn)才能真正“降溫減壓”。雖然在東北亞體系內(nèi)相關(guān)行為體的安全觀念與追求安全的手段還存在著明顯的不同,但半島新的和平機(jī)制仍有構(gòu)建的希望,而一旦新的和平機(jī)制得以構(gòu)建,受益者將首先是本地區(qū)的國(guó)家和人民。 不容否認(rèn)的是,未來(lái)半島新的和平機(jī)制的構(gòu)建除了朝韓兩個(gè)當(dāng)事國(guó)之外,仍然離不開美、中、俄、日等半島周邊大國(guó)的參與。目前,半島周邊大國(guó)在保持半島穩(wěn)定方面具有共識(shí),但在未來(lái)朝鮮半島按照什么模式、沿著什么途徑、以什么步驟建立新的和平機(jī)制,各大國(guó)之間尚存著尖銳的分歧、競(jìng)爭(zhēng)和摩擦。因此,以新的思維尋求建立持久和平的半島和平機(jī)制,仍是有關(guān)各方的長(zhǎng)期任務(wù)。 雖然朝鮮半島和平機(jī)制的建立受到了東北亞各大國(guó)因素的影響,但本文僅以中韓兩國(guó)為例來(lái)分析中韓在實(shí)現(xiàn)半島和平機(jī)制中的作用和影響。中韓兩國(guó)作為東北亞地區(qū)重要的國(guó)家,兩國(guó)關(guān)系的改善與發(fā)展不僅直接影響朝鮮半島南北關(guān)系,而且對(duì)朝鮮半島的局勢(shì)變化也帶來(lái)深刻的影響。隨著中韓戰(zhàn)略伙伴關(guān)系的確立,中韓關(guān)系已提升到軍事安保等戰(zhàn)略合作的層面。值得指出的是在朝鮮半島安全方面,中國(guó)和韓國(guó)有著共同的利益,為了保持朝鮮半島的和平與穩(wěn)定,兩國(guó)都堅(jiān)決主張通過(guò)外交談判和協(xié)商和平解決朝鮮核問(wèn)題,并采取積極合作的姿態(tài)。 本文的重點(diǎn)是通過(guò)考察中韓兩國(guó)在半島事務(wù)上的合作表現(xiàn)后指出,中韓協(xié)作加速了朝鮮半島無(wú)核化的進(jìn)程,增強(qiáng)了機(jī)制的穩(wěn)定性,促進(jìn)朝鮮半島朝著自主和平統(tǒng)一的方向邁進(jìn),為朝鮮半島和平體制的早日實(shí)現(xiàn)發(fā)揮了積極作用。在此基礎(chǔ)上對(duì)未來(lái)朝鮮半島和平機(jī)制模式及相關(guān)的構(gòu)筑問(wèn)題進(jìn)行了創(chuàng)新性思考,并對(duì)未來(lái)中韓兩國(guó)參與朝鮮半島和平機(jī)制問(wèn)題中的合作方向提出了自己建議與設(shè)想。
[Abstract]:The construction of the peace mechanism on the Korean Peninsula is one of the topics which the scholars of the Northeast Asia and the Korean Peninsula pay close attention to and focus on. After the end of the Cold War, due to the adjustment of the international security structure in Northeast Asia, the lagging nature of the 1953 Armistice Agreement and the sudden and uncertain situation on the Korean Peninsula, and other issues have become even more prominent. The Korean Peninsula needs a new peace mechanism to regulate the actions of relevant actors to maintain peace in the peninsula. The current pattern on the Korean peninsula is in fact a regional multilateral strategic framework, and is far from a stable security framework because the region is not completely detached from the Cold War. Therefore, it is more necessary for the Korean peninsula to switch from the current "armistice mechanism" to a permanent peace mechanism, and only in this way can the hot spot on the Korean peninsula really "cool down and decompress." Although there are significant differences between the security concepts of the relevant actors in the North-East Asian system and the means to pursue security, there is still hope for a new peace mechanism on the peninsula, and once the new peace mechanism is built, The beneficiaries will first and foremost be the countries and peoples of the region. It is undeniable that the construction of a new peace mechanism on the peninsula in the future, apart from the two countries involved in the DPRK and ROK, is still inseparable from the participation of the United States, China, Russia, Japan, and other major countries around the peninsula. At present, the major powers around the peninsula have reached a consensus on maintaining stability on the peninsula. However, in the future, there are still sharp differences among the major powers in what mode, along what way and in what steps to establish a new peace mechanism on the Korean peninsula. Competition and friction. Therefore, it remains a long-term task for the parties concerned to seek a lasting peace regime on the peninsula with new thinking. Although the establishment of the peace mechanism on the Korean Peninsula is influenced by the factors of the major powers in Northeast Asia, this paper only takes China and South Korea as an example to analyze the role and influence of China and South Korea in the realization of the peace mechanism on the peninsula. As an important country in Northeast Asia, the improvement and development of the relations between China and South Korea not only directly affect the North-South relations of the Korean Peninsula, but also have a profound impact on the changes of the situation on the Korean Peninsula. With the establishment of the strategic partnership between China and South Korea, the relationship between China and South Korea has been promoted to the level of military security and other strategic cooperation. It is worth pointing out that China and South Korea share common interests in the security of the Korean Peninsula. In order to maintain peace and stability on the Korean Peninsula, both countries firmly advocate a peaceful solution to the Korean nuclear issue through diplomatic negotiations and consultations. And take a positive attitude of cooperation. The focus of this paper is to point out that the cooperation between China and South Korea has accelerated the process of denuclearization of the Korean Peninsula, strengthened the stability of the mechanism, and promoted the Korean Peninsula to move towards the direction of independent and peaceful reunification after examining the performance of cooperation between China and South Korea on Peninsula affairs. It has played an active role in the early realization of the peace system on the Korean Peninsula. On this basis, this paper makes innovative thinking on the model of the future Korean peninsula peace mechanism and related construction issues, and puts forward some suggestions and ideas for the future cooperation between China and South Korea in participating in the Korean Peninsula peace mechanism.
