【摘要】：蘇聯(lián)解體后,作為蘇聯(lián)的法定繼承國(guó)的俄羅斯國(guó)力不斷下降,經(jīng)濟(jì)一度面臨諸多危機(jī),國(guó)際影響力也日漸式微。但近年來(lái)隨著世界石油價(jià)格的上揚(yáng),這為俄羅斯經(jīng)濟(jì)的振興,工業(yè)的恢復(fù)和發(fā)展提供了重要契機(jī),俄羅斯積極開(kāi)展能源外交,以能源為武器對(duì)世界施加影響。由于俄羅斯擁有十分豐富的能源和龐大的燃料動(dòng)力綜合體,這為俄羅斯開(kāi)展能源外交提供了物質(zhì)基礎(chǔ)。利用各國(guó)對(duì)能源的需求,使能源成為重要籌碼,為發(fā)展地緣政治,平衡地區(qū)矛盾,加強(qiáng)與周邊國(guó)家的聯(lián)系,建立合作伙伴關(guān)系都有重要的意義。 本文主要從能源外交確立的背景以及能源外交的目標(biāo)、成效、特點(diǎn)、舉措以及開(kāi)展能源外交的制約因素等方面展開(kāi)闡述。文章第一章闡述了世界能源形勢(shì)的以及能源外交實(shí)施的原因,突顯俄羅斯能源在世界能源格局中的地位。第二章從俄羅斯能源外交的目標(biāo)和成效兩個(gè)方面來(lái)深入分析俄羅斯能源外交戰(zhàn)略。第三章論述俄羅斯能源的特點(diǎn)及舉措。文章最后從有利因素和制約因素兩個(gè)方面來(lái)闡述俄羅斯能源外交不是一帆風(fēng)順的,而是充滿曲折。 本文通過(guò)對(duì)俄羅斯能源外交的研究發(fā)現(xiàn),俄羅斯能源外交戰(zhàn)略是建立在國(guó)家利益基礎(chǔ)之上,全盤考慮俄羅斯所面臨的內(nèi)外部環(huán)境,立足當(dāng)今面向未來(lái)的國(guó)家發(fā)展戰(zhàn)略,在俄羅斯國(guó)家實(shí)力嚴(yán)重削弱的情況下,能源戰(zhàn)略為俄羅斯在國(guó)際上獲得了更多的活動(dòng)空間創(chuàng)造了條件。
[Abstract]:After the disintegration of the Soviet Union, Russia, as the legal successor of the Soviet Union, has been facing many crises, and its international influence has declined day by day. However, with the rise of world oil prices in recent years, this has provided an important opportunity for the revitalization of Russian economy and the recovery and development of industry. Russia actively develops energy diplomacy and exerts influence on the world with energy as a weapon. Because Russia has abundant energy and huge fuel power complex, this provides the material foundation for Russia to carry out energy diplomacy. It is of great significance to make use of the energy demand of various countries to make energy become an important bargaining chip, to develop geopolitics, to balance regional contradictions, to strengthen ties with neighboring countries, and to establish a cooperative partnership. This paper expounds the background of the establishment of energy diplomacy and the objectives, effects, characteristics, measures and restrictive factors of energy diplomacy. The first chapter expounds the reasons of the world energy situation and the implementation of energy diplomacy, highlighting the position of Russian energy in the world energy pattern. The second chapter analyzes the Russian energy diplomacy strategy from two aspects: the goal and the effect of Russian energy diplomacy. The third chapter discusses the characteristics and measures of Russian energy. In the end, the paper expounds that Russian energy diplomacy is not smooth, but full of twists and turns. Through the study of Russian energy diplomacy, this paper finds that Russia's energy diplomacy strategy is based on the national interests, taking into account the internal and external environment facing Russia, and based on the national development strategy facing the future. With Russia's national strength seriously weakened, the energy strategy has created conditions for Russia to gain more space for international activities.
