【摘要】：全球網(wǎng)絡(luò)空間正在成為國(guó)家間縱橫捭闔的新競(jìng)技場(chǎng),其爭(zhēng)奪的焦點(diǎn)之一,是全球網(wǎng)絡(luò)空間的治理方式。發(fā)達(dá)國(guó)家更加偏好強(qiáng)調(diào)實(shí)力與技術(shù)優(yōu)勢(shì)的"先占者主權(quán)"原則;其他國(guó)家,尤其是新興大國(guó),則更加偏好體現(xiàn)公平與公正原則的"人類共同財(cái)產(chǎn)"原則。作為新興大國(guó)自發(fā)聚合形成的"金磚國(guó)家",正同時(shí)面臨嚴(yán)峻的挑戰(zhàn)和巨大的機(jī)遇。新興大國(guó)通過協(xié)調(diào)立場(chǎng),在原則、機(jī)構(gòu)、方式等方面實(shí)施的有效協(xié)作,將可能為推動(dòng)全球網(wǎng)絡(luò)空間中"善治"的發(fā)展,做出重要的歷史貢獻(xiàn)。
[Abstract]:Global cyberspace is becoming a new arena in which nations manoeuvre. One of the focal points is the governance of global cyberspace. The developed countries prefer the principle of "preemptive sovereignty", which emphasizes strength and technological superiority, while other countries, especially the emerging powers, prefer the principle of "common property of mankind" which embodies the principle of fairness and justice. The BRICS countries, as emerging powers, are faced with severe challenges and great opportunities at the same time. By coordinating positions, implementing effective cooperation in principles, institutions, and ways, emerging powers may make important historical contributions to promoting the development of "good governance" in global cyberspace.
