【摘要】：樸槿惠政府從對(duì)朝鮮的基本認(rèn)識(shí)和政策目標(biāo)、對(duì)朝政策的實(shí)施原則及采取手段等幾個(gè)方面,重塑對(duì)朝政策,表現(xiàn)出較為明顯的戰(zhàn)略靈活理念。確認(rèn)朝鮮是和平共存的對(duì)象,推進(jìn)漸進(jìn)式統(tǒng)一,但為應(yīng)對(duì)朝鮮半島局勢(shì)的不確定性,也為統(tǒng)一的可能性做積極準(zhǔn)備;堅(jiān)持朝鮮棄核立場(chǎng),但靈活實(shí)施政經(jīng)分離、政企分離、商惠分離等原則;強(qiáng)調(diào)韓朝雙方積累互信,對(duì)朝鮮的挑釁行為堅(jiān)決予以應(yīng)對(duì),但持續(xù)推進(jìn)對(duì)朝人道主義援助,有原則地推動(dòng)韓朝關(guān)系正�；�,強(qiáng)化韓美同盟,充實(shí)中韓戰(zhàn)略合作伙伴關(guān)系,拓展對(duì)朝政策靈活性的戰(zhàn)略空間。朝鮮對(duì)韓國(guó)的態(tài)度變化、韓國(guó)國(guó)內(nèi)各方勢(shì)力利益平衡、韓國(guó)與周邊國(guó)家關(guān)系的協(xié)調(diào)是影響其戰(zhàn)略靈活的重要因素。
[Abstract]:Park Geun-hye 's government reinvents its policy towards North Korea from several aspects, such as the basic understanding and policy goal of North Korea, the principles and means of implementing the policy towards North Korea, and shows a more obvious concept of strategic flexibility. To confirm that Korea is the object of peaceful coexistence and to promote gradual reunification, but also to make positive preparations for the possibility of reunification in order to deal with the uncertainty of the situation on the Korean peninsula; Adhere to the DPRK's nuclear policy, but flexibly implement the principles of separation of politics and economy, separation of government and enterprise, separation of commercial benefits and so on; Stressing that the ROK and the DPRK have accumulated mutual trust and resolutely responded to the provocative actions of the DPRK, but continue to promote humanitarian assistance to the DPRK, promote the normalization of relations between the DPRK and the DPRK in a principled way, strengthen the alliance between the ROK and the United States, and enrich the strategic partnership of cooperation between China and the ROK. Expand the flexibility of policy toward North Korea strategic space. The change of North Korea's attitude towards South Korea, the balance of the interests of all parties in South Korea, and the coordination between South Korea and its neighboring countries are the important factors influencing its strategic flexibility.
