【摘要】：中美關(guān)系是當(dāng)今世界上最重要的雙邊關(guān)系之一,中美關(guān)系的好壞不僅關(guān)系到兩國(guó)政治經(jīng)濟(jì)交往的正常發(fā)展,更關(guān)系到地區(qū)穩(wěn)定與世界和平,奧巴馬能源新政背景下的中美新能源合作為中美關(guān)系的發(fā)展提供了新的機(jī)遇和挑戰(zhàn)。奧巴馬能源新政的提出既是美國(guó)能源政策的延續(xù)和發(fā)展,又是美國(guó)占領(lǐng)國(guó)際技術(shù)制高點(diǎn)的戰(zhàn)略選擇；中國(guó)大力發(fā)展新能源產(chǎn)業(yè)既是中國(guó)國(guó)內(nèi)實(shí)現(xiàn)“科學(xué)發(fā)展”的有效對(duì)策,又是中國(guó)主動(dòng)承擔(dān)國(guó)際責(zé)任的重要表現(xiàn)；中美兩國(guó)在能源新政背景下所實(shí)現(xiàn)的新能源合作既是兩國(guó)能源結(jié)構(gòu)和環(huán)境狀況的慎重考量,又是兩國(guó)在金融危機(jī)大背景下應(yīng)對(duì)全球性問(wèn)題的最佳組合。奧巴馬能源新政背景下的中美新能源合作不僅為中美關(guān)系增加了共同利益和“身份”認(rèn)同,更重塑了兩國(guó)在氣候變化問(wèn)題上“負(fù)責(zé)任”的大國(guó)形象。然而,新時(shí)期中美新能源合作依然面臨一些阻力和障礙,這些阻力和障礙甚至?xí)绊懙街忻狸P(guān)系的良性發(fā)展。因此,中美雙方都應(yīng)該強(qiáng)化積極因素、消除不利因素,積極創(chuàng)造新條件促進(jìn)中美關(guān)系的健康發(fā)展。 論文共分為六章：第一章對(duì)新能源、能源新政、氣候變化等概念作了簡(jiǎn)單界定；第二章回顧了中美新能源合作的歷史進(jìn)程,并對(duì)歷史時(shí)期中美新能源合作的特點(diǎn)作了總結(jié)；第三章分析了奧巴馬能源新政為中美新能源合作提供的新契機(jī),不僅為中美新能源合作提供了政策和資金參考,更使新能源合作成為中美關(guān)系的優(yōu)先領(lǐng)域；第四章分析了新時(shí)期中美新能源合作對(duì)兩國(guó)關(guān)系的積極影響,不僅拓寬了中美關(guān)系的邊界,而且促進(jìn)了國(guó)際體系的結(jié)構(gòu)性變化；第五章具體分析了新時(shí)期中美新能源合作所面臨的障礙及形成這些障礙的原因,并進(jìn)一步分析了這些障礙對(duì)中美經(jīng)貿(mào)及政治關(guān)系的影響；最后,第六章總結(jié)了新時(shí)期增強(qiáng)中美新能源合作,促進(jìn)中美關(guān)系發(fā)展的對(duì)策選擇。
[Abstract]:Sino-US relations are one of the most important bilateral relations in the world today. The quality of Sino-US relations is not only related to the normal development of political and economic exchanges between the two countries, but also to regional stability and world peace. The new energy cooperation between China and the United States under the background of Obama's new energy policy provides new opportunities and challenges for the development of Sino-US relations. Obama's new energy policy is not only a continuation and development of American energy policy, but also a strategic choice for the United States to occupy the commanding heights of international technology. The development of new energy industry in China is not only an effective countermeasure to realize "scientific development" in China, but also an important manifestation of China's active international responsibility. The new energy cooperation between China and the United States in the context of the new energy policy is not only a careful consideration of the energy structure and environmental situation of the two countries, but also the best combination of the two countries to deal with global problems in the context of the financial crisis. The new energy cooperation between China and the United States in the context of Obama's new energy policy not only adds common interests and "identity" to Sino-US relations, but also reshapes the image of the two countries as "responsible" powers on the issue of climate change. However, in the new era, the new energy cooperation between China and the United States still faces some obstacles and obstacles, which will even affect the healthy development of Sino-US relations. Therefore, both China and the United States should strengthen positive factors, eliminate unfavorable factors, and actively create new conditions to promote the healthy development of Sino-US relations. The thesis is divided into six chapters: the first chapter defines the concepts of new energy, new deal of energy and climate change, the second chapter reviews the historical process of the new energy cooperation between China and the United States, and summarizes the characteristics of the new energy cooperation between China and the United States during the historical period. The third chapter analyzes the new opportunity that Obama's new energy policy provides for the new energy cooperation between China and the United States, which not only provides the policy and fund reference for the new energy cooperation between China and the United States, but also makes the new energy cooperation become the priority area of Sino-US relations. The fourth chapter analyzes the positive influence of Sino-US new energy cooperation on the bilateral relations in the new period, which not only widens the boundary of Sino-US relations, but also promotes the structural changes of the international system. The fifth chapter analyzes the obstacles and the causes of the new energy cooperation between China and the United States in the new era, and further analyzes the impact of these obstacles on Sino-US economic and trade and political relations. Finally, the sixth chapter summarizes the countermeasures to strengthen the new energy cooperation and promote the development of Sino-US relations in the new period.
