【摘要】："軟制衡",是因應(yīng)冷戰(zhàn)后針對(duì)美國(guó)的"硬制衡"的明顯缺位或不足,而于21世紀(jì)初開(kāi)始頻現(xiàn)于國(guó)際關(guān)系領(lǐng)域的一個(gè)新概念。作為傳統(tǒng)制衡行為的變種,"軟制衡"有著明顯區(qū)別于"硬制衡"的戰(zhàn)略目標(biāo)、理論邏輯和機(jī)制。次等大國(guó)之所以對(duì)美國(guó)采取"軟制衡"戰(zhàn)略,主要在于單極結(jié)構(gòu)壓力與制衡的實(shí)力"門檻"與美國(guó)霸權(quán)合法性的下降、應(yīng)對(duì)"硬制衡"的難題與實(shí)力性質(zhì)的變化,以及國(guó)際體系內(nèi)部要素與互動(dòng)屬性的變更等五方面原因。中國(guó)和俄羅斯在聯(lián)合國(guó)安理會(huì)上就敘利亞問(wèn)題進(jìn)行的戰(zhàn)略協(xié)調(diào)與外交合作,便是反對(duì)美國(guó)的典型"軟制衡"實(shí)例。
[Abstract]:"soft checks and balances" is a new concept in the field of international relations since the beginning of the 21st century in response to the obvious absence or deficiency of "hard checks and balances" against the United States after the Cold War. As a variation of traditional checks and balances, soft checks and balances have distinct strategic objectives, theoretical logic and mechanism. The reason why the inferior powers adopt the strategy of "soft checks and balances" against the United States mainly lies in the "threshold" of unipolar structural pressure and the strength "threshold" of checks and balances, and the decline in the legitimacy of American hegemony, so as to cope with the problem of "hard checks and balances" and the changes in the nature of power. And the internal elements of the international system and the change of interactive attributes and other five reasons. Strategic coordination and diplomatic cooperation between China and Russia on Syria at the UN Security Council are typical examples of "soft checks and balances" against the United States.
