【摘要】：《中導(dǎo)條約》是美蘇在冷戰(zhàn)時(shí)期簽署的核軍備控制條約。自2007年起,俄羅斯開始要求將條約從美俄雙邊擴(kuò)展為全球多邊,并得到美國支持。2014年7月,美俄就《中導(dǎo)條約》履約問題產(chǎn)生爭議,導(dǎo)致條約未來出現(xiàn)不確定性。在此背景下,美學(xué)術(shù)界再度提出將《中導(dǎo)條約》全球化,引起國際社會關(guān)注。美俄推動《中導(dǎo)條約》全球化既有歷史根源又有現(xiàn)實(shí)地緣安全因素,既有可能采取維持條約基本框架而直接擴(kuò)大條約限制范圍,也有可能采取所謂雙軌策略,以威脅退約或修改條約來促使擁有陸基中程導(dǎo)彈的第三國加入條約。但是,美俄推動《中導(dǎo)條約》全球化將遭遇一系列阻礙,其實(shí)現(xiàn)前景十分渺茫。
[Abstract]:The Treaty is a nuclear arms control treaty signed by the United States and the Soviet Union during the cold war. Since 2007, Russia has called for the treaty to be expanded from bilateral to global multilateral, with U.S. support. In July 2014, the United States and Russia disputed the implementation of the Treaty, leading to uncertainty about the future of the treaty. Against this background, the American academic circles once again proposed to globalize the Treaty, which attracted the attention of the international community. The United States and Russia promoting the "Intermediate Missile Treaty" globalization has both historical roots and realistic geopolitical security factors. It is not only possible to maintain the basic framework of the Treaty and directly expand the scope of treaty restrictions, but also to adopt the so-called two-track strategy. The threat of denunciation or modification of the treaty to facilitate the accession of third countries with land-based intermediate-range missiles. However, the US and Russia will encounter a series of obstacles to globalize the INF Treaty, and the prospects for its realization are very slim.
