【摘要】：冷戰(zhàn)結(jié)束后,軍事聯(lián)盟的弊端逐漸顯現(xiàn),"聯(lián)盟無(wú)用論"、"聯(lián)盟終結(jié)論"的觀(guān)點(diǎn)不時(shí)出現(xiàn)。可現(xiàn)實(shí)是,軍事聯(lián)盟并未退出歷史舞臺(tái),而聯(lián)盟轉(zhuǎn)型是聯(lián)盟延續(xù)的重要原因。通過(guò)聯(lián)盟轉(zhuǎn)型,實(shí)現(xiàn)利益再協(xié)調(diào)、功能再設(shè)置、關(guān)系再調(diào)整和戰(zhàn)略再協(xié)商,進(jìn)而有可能使聯(lián)盟在內(nèi)外環(huán)境變更的情況下得以保持。冷戰(zhàn)后,美國(guó)為維護(hù)其世界霸主地位,極力推動(dòng)其在世界各地的聯(lián)盟進(jìn)行調(diào)整與轉(zhuǎn)型。北約轉(zhuǎn)型、美國(guó)亞太聯(lián)盟調(diào)整、"志愿者聯(lián)盟"不斷興起等是當(dāng)前世界聯(lián)盟大轉(zhuǎn)型的典型代表,也為聯(lián)盟轉(zhuǎn)型研究提供了豐富案例。聯(lián)盟轉(zhuǎn)型加劇了中國(guó)周邊安全的碎片化,中國(guó)可以在繼續(xù)堅(jiān)持結(jié)伴而不結(jié)盟戰(zhàn)略的同時(shí),適時(shí)采取楔子戰(zhàn)略分化敵對(duì)聯(lián)盟。
[Abstract]:After the end of the cold war, the malpractice of military alliance appeared gradually, the view of "alliance useless theory" and "alliance end theory" appeared from time to time. But the reality is that the military alliance has not withdrawn from the historical stage, and the alliance transformation is an important reason for its continuation. Through alliance transformation, benefit recoordination, function re-setting, relationship readjustment and strategic renegotiation, it is possible to maintain the alliance under the circumstance of internal and external environment change. After the Cold War, in order to maintain its hegemony in the world, the United States pushed its alliances around the world to adjust and transform. NATO transformation, the adjustment of American Asia-Pacific Alliance, and the rising of "Volunteer Alliance" are typical representatives of the current world alliance transformation, and also provide a rich case for the study of alliance transformation. The transformation of the alliance intensifies the fragmentation of China's peripheral security, and China can continue to adhere to the strategy of partnership and non-alignment, at the same time, it can adopt wedge strategy to divide the hostile alliance at the same time.
