【摘要】：權(quán)能分裂引發(fā)責(zé)權(quán)錯(cuò)配,成員國(guó)利益和價(jià)值分歧加劇團(tuán)結(jié)和共識(shí)危機(jī),以及政治和社會(huì)分裂產(chǎn)生的認(rèn)同危機(jī)是歐洲一體化面臨的三重深層困境。危機(jī)和困境不僅重塑歐盟一體化認(rèn)知,促其日趨務(wù)實(shí),還強(qiáng)化了次區(qū)域合作態(tài)勢(shì)和意愿聯(lián)盟的形成,推動(dòng)"多速歐洲"成為一體化路徑的方向性選擇。但是,面對(duì)分裂的政治和社會(huì)形勢(shì),歐洲一體化的"多速"路徑仍面臨諸多不確定性和挑戰(zhàn)。鑒于當(dāng)前歐盟缺乏共同推動(dòng)一體化的政治和社會(huì)環(huán)境,如果"多速歐洲"難以有效推進(jìn),歐盟的未來(lái)雖不會(huì)重回民族國(guó)家狀態(tài),亦只能在"照舊模式"下探索"少做高效"的可能。
[Abstract]:The division of power leads to mismatch of responsibility and power, the differences of interests and values of member states aggravate the crisis of unity and consensus, and the crisis of identity arising from political and social division is a triple and deep dilemma faced by European integration. The crisis and predicament not only reshape the cognition of European Union integration and promote its pragmatism, but also strengthen the formation of subregional cooperation situation and willing alliance, and push "multi-speed Europe" to become the directional choice of integration path. However, in the face of the divided political and social situation, the multi-speed path of European integration still faces many uncertainties and challenges. In view of the current lack of a political and social environment in which the EU can jointly promote integration, if "multi-speed Europe" is difficult to effectively advance, the future of the EU will not return to a nation-state. It can only explore the possibility of "less efficient" under the "same mode".
