【摘要】： 2001年上海合作組織的成立大大提升了中亞的戰(zhàn)略地位。“9·11”事件以后,反恐成為美國全球戰(zhàn)略的中心。由于地理位置的重要性,中亞在美國全球戰(zhàn)略中的位置也驟然上升。由于上海合作組織與美國在同一個地區(qū)——中亞產(chǎn)生持續(xù)的戰(zhàn)略關注,就使得二者發(fā)生關系變得不可避免,上海合作組織與美國關系的十年發(fā)展歷程也就此拉開了帷幕。 十年來,上海合作組織與美國的關系走過了接觸認知、矛盾凸顯和務實競爭三個發(fā)展階段。盡管上海合作組織與美國關系的發(fā)展曾經(jīng)一度面臨劍拔弩張的緊張態(tài)勢,但是從總體上看二者的關系還是呈現(xiàn)出一種較為平穩(wěn)的發(fā)展態(tài)勢,而且彼此在處理與對方的關系時逐漸淡化了意識形態(tài)的因素,越來越趨于務實理性。 展望未來,上海合作組織與美國的關系仍將延續(xù)小布什政府第二任期后期務實競爭的勢頭。但是由于大國博弈和地區(qū)局勢變動等諸多不確定因素的存在,未來二者之間的關系注定不會是一帆風順的。 本文主要考察了從2001年上海合作組織成立至今近十年來上海合作組織與美國關系的緣起和發(fā)展歷程,分析了影響二者關系的因素,并展望了上海合作組織與美國關系的未來和發(fā)展前景。 本文主要分為三個部分：第一部分,主要介紹了上海合作組織與美國關系的緣起與開始；第二部分,著重考察了近十年來上海合作組織與美國關系的發(fā)展歷程,并分析了影響二者關系發(fā)展的因素；第三部分,重點展望了上海合作組織與美國關系的未來和發(fā)展前景,并從中國的視角對二者關系的發(fā)展提出了建言。論文最后對全文作了總結,提出了作者對未來上海合作組織與美國關系發(fā)展的思考。
[Abstract]:The establishment of the Shanghai Cooperation Organization in 2001 greatly enhanced the strategic position of Central Asia. After the September 11 incident, anti-terrorism became the center of the global strategy of the United States. Due to the importance of geographical location, Central Asia's position in the global strategy of the United States also rose sharply. Because of the sustained strategic concern between the Shanghai Cooperation Organization and the United States in the same region, Central Asia, the relationship between the two becomes inevitable, and the 10-year development course of the relationship between the Shanghai Cooperation Organization and the United States has also begun. In the past ten years, the relationship between the Shanghai Cooperation Organization and the United States has gone through three stages: contact cognition, contradiction and pragmatic competition. Although the development of relations between the Shanghai Cooperation Organization and the United States once faced a tense situation, on the whole, the relationship between the two has shown a relatively stable development trend. And each other in handling relations with each other gradually downplayed the ideological factors, more and more pragmatic rational. Looking ahead, the SCO's relationship with the United States will continue the momentum of pragmatic competition in the late second term of the Bush administration. However, due to the existence of many uncertain factors, such as big country game and regional situation change, the relationship between them will not be smooth sailing in the future. This paper mainly examines the origin and development of the relationship between the Shanghai Cooperation Organization and the United States since the establishment of the Shanghai Cooperation Organization in 2001, and analyzes the factors affecting the relationship between the two. The future and development prospect of the relationship between the Shanghai Cooperation Organization and the United States are also prospected. This paper is divided into three parts: the first part mainly introduces the origin and beginning of the relationship between the Shanghai Cooperation Organization and the United States; The second part focuses on the development of the relationship between the Shanghai Cooperation Organization and the United States in the past ten years, and analyzes the factors that affect the development of the relationship between the two. The third part focuses on the future and development of the relationship between the Shanghai Cooperation Organization and the United States, and puts forward suggestions on the development of the relationship from the perspective of China. At the end of the paper, the author summarizes the full text and puts forward the author's thoughts on the future development of the relationship between the Shanghai Cooperation Organization and the United States.
