21世紀初期美國國會影響對華決策機制的研究

【摘要】：進入21世紀以來,中美關(guān)系起起伏伏,經(jīng)歷了許多變動。根據(jù)美國憲法規(guī)定,國會擁有立法、監(jiān)督、財政撥款等多項權(quán)力,因而國會在參與外交決策的過程中享有發(fā)言權(quán)。近十年來,美國國會在對華政策中扮演著不可替代的角色,在許多重要事件上大有與總統(tǒng)爭奪對華政策主導(dǎo)權(quán)的趨勢。 本文首先介紹了美國國會影響美國外交決策的主要方式,然后分析了21世紀初期美國國會影響美國對華決策機制的發(fā)展變化,并從宏觀、中觀以及微觀層面闡述了其成因。最后筆者提出了21世紀初期美國國會影響對華決策機制的新特點,共體現(xiàn)為三點：第一,“自主的國會”積極參與美國外交決策機制,國會的議員領(lǐng)袖們掌握著決策“風(fēng)向標”。第二,“自制的國會”具有內(nèi)部制衡機制,國會委員會的內(nèi)部斗爭十分激烈,不少重要的決策甚至因此夭折。第三,“國會藍軍”發(fā)揮著幕后推手的作用,議員助理們通過各種方式滲透到對華決策的進程當(dāng)中。
[Abstract]:Since entering the 21 st century, Sino-US relations have experienced many changes and ups and downs. Under the U.S. Constitution, Congress has many powers, such as legislation, oversight, and financial allocations, so Congress has a say in the diplomatic decision-making process. In the past ten years, the United States Congress has played an irreplaceable role in China policy, and has a tendency to compete with the President for the leading power over China policy in many important events. This paper first introduces the main ways in which the US Congress influences the US diplomatic decision-making, then analyzes the development and changes of the US Congressional influence on the US decision-making mechanism towards China in the early 21st century, and expounds its causes from the macro, meso and micro levels. Finally, the author puts forward the new characteristics of the US Congress' influence on the decision-making mechanism toward China in the early 21st century, which is embodied in three aspects: first, the "independent Congress" actively participates in the US diplomatic decision-making mechanism. Congressional leaders hold the decision-making vane. Second, the "self-made Congress" has internal checks and balances, and the internal struggle of congressional committees is so fierce that many important decisions are even aborted. Third, the Blue Army of Congress plays a role as a driving force, and Congressional assistants infiltrate the decision-making process towards China in various ways.
