【摘要】：奧巴馬政府積極推進(jìn)發(fā)展外交,著力實(shí)施可持續(xù)全球發(fā)展政策,注重可持續(xù)發(fā)展的結(jié)果,加強(qiáng)項(xiàng)目與計(jì)劃的監(jiān)督與評(píng)估。發(fā)展外交超越了傳統(tǒng)意義上的對(duì)外援助,廣泛涉及貿(mào)易、投資、氣候變化、能源等可持續(xù)發(fā)展議題。奧巴馬政府的"哺育未來倡議""增長伙伴關(guān)系"等發(fā)展外交案例體現(xiàn)了其發(fā)展能力建設(shè)與外交管理變革等方面的特點(diǎn)。為了提高發(fā)展項(xiàng)目的效果與質(zhì)量,確保美國貿(mào)易與投資伙伴國或地區(qū)的經(jīng)濟(jì)增長,奧巴馬政府著眼于貿(mào)易協(xié)議、技術(shù)轉(zhuǎn)讓、對(duì)私人投資者的貸款擔(dān)保等非傳統(tǒng)援助工具,致力于美國國際開發(fā)署與國務(wù)院等能力建設(shè),以整體政府方法加強(qiáng)美國聯(lián)邦機(jī)構(gòu)之間的協(xié)作�？傊�,奧巴馬政府借助發(fā)展外交,試圖以經(jīng)濟(jì)援助設(shè)定條件的方式促使其貿(mào)易與投資伙伴接受美國的價(jià)值觀。
[Abstract]:The Obama administration is actively promoting development diplomacy, pursuing sustainable global development policies, focusing on the results of sustainable development, and strengthening the monitoring and evaluation of projects and programs. Development diplomacy goes beyond traditional foreign aid and covers trade, investment, climate change, energy and other sustainable development issues. The development diplomacy cases such as the "feeding the Future Initiative" and the "growing Partnership" of the Obama administration reflect the characteristics of its development capacity building and diplomatic management reform. To improve the effectiveness and quality of development programs and ensure the economic growth of U.S. trade and investment partners, the Obama administration has focused on non-traditional aid tools such as trade agreements, technology transfers, loan guarantees to private investors, etc. Committed to capacity building, including USAID and the State Department, to strengthen collaboration among U.S. federal agencies in a holistic government approach. In short, the Obama administration is using development diplomacy to try to make its trading and investment partners embrace American values by setting conditions for economic aid.
