奧巴馬政府時期美國的東南亞政策回顧與評估

【摘要】：奧巴馬政府時期,美國不再"漠視"東南亞地區(qū),轉而在政治、安全、經(jīng)濟與價值觀等領域采取舉措。奧巴馬政府東南亞政策旨在實現(xiàn)美國在東南亞影響力的均衡發(fā)展,及拓展美國在東南亞的影響力并由此形成相對于中國等其他大國的優(yōu)勢。奧巴馬政府東南亞政策的落實總體上實現(xiàn)了預期目標,同時也對美國—東盟關系產(chǎn)生了深刻影響。奧巴馬政府時期,美國同東盟的關系在"蜜月期"后,出現(xiàn)了諸般不和,美國—東盟關系由此呈現(xiàn)顯著的階段性�；诖�,文章系統(tǒng)回顧與評估了奧巴馬政府時期美國的東南亞政策,認為東盟在地區(qū)事務中"駕駛員"地位的動搖及東盟的大國"再平衡"是美國—東盟關系出現(xiàn)"下滑"的根由。顯然,這對中國處理與東盟的關系也有啟示。
[Abstract]:During the Obama administration, the United States no longer "ignored" Southeast Asia, but instead took steps in politics, security, economy and values. The Obama administration's Southeast Asia policy aims to achieve a balanced development of U.S. influence in Southeast Asia and to expand U.S. influence in Southeast Asia and thus create an advantage over other big powers such as China. The implementation of the Obama administration's Southeast Asia policy has achieved the expected goal in general, and has also had a profound impact on the United States-ASEAN relationship. During the Obama administration, the relationship between the United States and ASEAN appeared various discord after the honeymoon period. Based on this, the article systematically reviews and evaluates the policies of the United States in Southeast Asia during the Obama administration. It is believed that the vacillation of the "driver" status of ASEAN in regional affairs and the "rebalancing" of ASEAN powers are the root causes of the "decline" of US-ASEAN relations. Obviously, this also has enlightenment to China to deal with the relations with ASEAN.
