【摘要】：韓美同盟是美國在亞洲最重要的雙邊同盟之一，是韓國維護(hù)其國家安全的基石和推行對外政策的基軸。從其建立至今近60年的時(shí)間里，同盟關(guān)系在結(jié)構(gòu)和功能上出現(xiàn)若干次的調(diào)整，，經(jīng)歷了一個(gè)曲折的演變過程，但卻一直作為一個(gè)關(guān)鍵性因素，影響著朝鮮半島局勢、東北亞乃至整個(gè)亞太地區(qū)的形勢發(fā)展。同時(shí)，韓美同盟涵蓋了“大國”和“周邊”兩個(gè)重要因素，其未來走向必將對日益崛起的中國產(chǎn)生重要影響。韓美同盟到底向何處去，在未來亞太格局中究竟扮演何種角色，值得關(guān)注。 本文首先簡要回顧了韓美同盟的歷史沿革，將其簡要概括為“單向的控制同盟”、“雙邊互助時(shí)期”、“軍事同盟的再鞏固”和“冷戰(zhàn)后‘新安保合作伙伴關(guān)系’的探索”四個(gè)階段。進(jìn)而重點(diǎn)闡述了李明博政府上臺(tái)后，韓美同盟關(guān)系修復(fù)與拓展的具體表現(xiàn)，在此基礎(chǔ)上提煉出三點(diǎn)特征，即：同盟內(nèi)涵超越傳統(tǒng)軍事合作更趨全面、韓國在同盟關(guān)系中的地位大幅提升、同盟形態(tài)超越雙邊聯(lián)盟向多邊發(fā)展。隨后從地緣政治因素、朝鮮因素和經(jīng)濟(jì)因素三方面分析了同盟關(guān)系變化背后，韓美兩國相同的利益追求以及各自的不同考慮�；诖耍瑢ξ磥硗岁P(guān)系的發(fā)展前景進(jìn)行大致判斷，得出：韓美同盟在可預(yù)見的未來仍將存續(xù)和發(fā)展，但韓國會(huì)因朝韓關(guān)系、中美關(guān)系等因素的影響而調(diào)整其追隨美國戰(zhàn)略與區(qū)域平衡戰(zhàn)略所占比例的大小。最后，從對中國的周邊安全、外交局勢和區(qū)域經(jīng)濟(jì)合作三個(gè)層面分析了韓美同盟未來可能對中國產(chǎn)生的影響。
[Abstract]:The Korea-US alliance is one of the most important bilateral alliances in Asia and is the cornerstone of South Korea's national security and the basic axis of its foreign policy. In the nearly 60 years since its establishment, the alliance has undergone several structural and functional adjustments, which have undergone a tortuous process of evolution, but have been a key factor affecting the situation on the Korean peninsula. The development of Northeast Asia and the whole Asia-pacific region. At the same time, Korea-American alliance covers two important factors of "big country" and "periphery", and its future direction will have an important influence on the rising China. What is the direction of the alliance and what role it will play in the future Asia-Pacific pattern? This paper first briefly reviews the historical evolution of the Korean-American alliance, and summarizes it as "one-way control alliance" and "bilateral mutual aid period". "Re-consolidation of military alliances" and "exploration of a new security partnership after the cold war" are four stages. Furthermore, it focuses on the concrete performance of the restoration and expansion of the alliance relations between the ROK and the United States after the Lee Myung-bak administration came to power. On this basis, it abstracts three characteristics: the connotation of the alliance is more comprehensive than the traditional military cooperation. South Korea's position in the alliance has increased dramatically, and the alliance has developed beyond bilateral alliances to multilateral. Then it analyzes the change of alliance relationship from three aspects of geopolitical factor, North Korea factor and economic factor, the same interest pursuit and different consideration of the two countries. Based on this, the prospect of the future alliance relationship is roughly judged. It is concluded that the Korea-US alliance will still exist and develop in the foreseeable future, but South Korea will continue to develop as a result of the inter-Korean relations. Sino-American relationship and other factors adjust the proportion of following the United States strategy and regional balance strategy. Finally, this paper analyzes the possible future impact of the Korea-US alliance on China from the aspects of peripheral security, diplomatic situation and regional economic cooperation.
