【摘要】：近年來,基于國家利益和意識形態(tài)的考慮,美國對中國網(wǎng)絡(luò)戰(zhàn)能力的擔(dān)憂與日俱增。根據(jù)對中國網(wǎng)絡(luò)戰(zhàn)能力的評估,美國認(rèn)為中國可能正利用日益增強的信息技術(shù)能力對美發(fā)起網(wǎng)絡(luò)戰(zhàn),對此必須加強對中國的網(wǎng)絡(luò)防御,尋找網(wǎng)絡(luò)安全合作伙伴,構(gòu)建國際網(wǎng)絡(luò)空間秩序,使網(wǎng)絡(luò)政策和安全防御一體化,加強網(wǎng)絡(luò)威懾或擊敗敵手的能力。美國對華網(wǎng)絡(luò)空間安全政策充滿意識形態(tài)偏見和冷戰(zhàn)思維,與中國缺乏網(wǎng)絡(luò)安全戰(zhàn)略互信,試圖主導(dǎo)網(wǎng)絡(luò)空間秩序和確保美國網(wǎng)絡(luò)空間霸權(quán),對中美關(guān)系與世界和平造成了危害,因此當(dāng)務(wù)之急是中美建立網(wǎng)絡(luò)安全戰(zhàn)略互信關(guān)系及機制,并積極應(yīng)對兩國間出現(xiàn)的網(wǎng)絡(luò)安全問題。
[Abstract]:In recent years, U.S. concerns about China's cyber warfare capabilities have grown, based on national interests and ideology. Based on its assessment of China's cyber warfare capability, the United States believes that China may be using its increasing information technology capabilities to launch cyber warfare against beauty salon. In view of this, it is necessary to strengthen the cyber defense against China and find partners in cyber security. Construct international cyberspace order, integrate network policy and security defense, strengthen the ability of deterring or defeating adversary. The US cyberspace security policy towards China is full of ideological bias and Cold War mentality, and lacks strategic mutual trust with China in cybersecurity. It tries to dominate the cyberspace order and ensure the US cyberspace hegemony. Therefore, it is imperative for China and the United States to establish a strategic relationship and mechanism of mutual trust in cybersecurity, and to actively deal with the problems of cyber security between the two countries.
