【摘要】：關(guān)于世界大國(guó)戰(zhàn)爭(zhēng)崛起的歷史，現(xiàn)實(shí)主義做出了最經(jīng)典的解釋，其認(rèn)為在無(wú)政府狀態(tài)所造成的國(guó)際社會(huì)的安全困境中，，戰(zhàn)爭(zhēng)是不可避免的。但是，歷史從未停止過(guò)自己的腳步，在當(dāng)前相互依賴程度不斷加深的時(shí)代大背景下，大國(guó)崛起的模式更多的是傾向于制度主義的探討，在自由主義理論和建構(gòu)主義理論中，中國(guó)是可以超越傳統(tǒng)大國(guó)的崛起困境，通過(guò)和平的方式實(shí)現(xiàn)崛起的。 在中國(guó)崛起的迅速成長(zhǎng)階段，國(guó)際社會(huì)對(duì)于中國(guó)崛起的恐懼與防范也在不斷加強(qiáng)，以美國(guó)為首的西方國(guó)家在不斷采取措施企圖延緩和阻止中國(guó)的崛起，中國(guó)所面臨的崛起環(huán)境不容樂(lè)觀。在全球化和信息化不斷發(fā)展的當(dāng)下，要增強(qiáng)中國(guó)崛起的國(guó)際國(guó)內(nèi)推力因素，減少阻力因素，尤其是化解體系大國(guó)對(duì)于中國(guó)崛起的擔(dān)憂，僅僅憑借自己所掌握的“硬實(shí)力”已變得很不現(xiàn)實(shí)。要實(shí)現(xiàn)真正的和平崛起，無(wú)論從戰(zhàn)略上還是策略上都需要中國(guó)充分重視發(fā)展和運(yùn)用“軟實(shí)力”。 在中國(guó)軟實(shí)力戰(zhàn)略的建構(gòu)方面，本文主要以共享價(jià)值觀念—國(guó)際機(jī)制—國(guó)際形象—“軟硬兼施戰(zhàn)略”為四大變量，以基礎(chǔ)—切入—提升—鞏固為整合路徑，闡釋了在“和諧世界”共享價(jià)值觀念的基礎(chǔ)上中國(guó)參與國(guó)際機(jī)制的主要方面、塑造國(guó)際形象的重點(diǎn)以及實(shí)施“軟硬兼施戰(zhàn)略”的原則，并將其統(tǒng)籌于中國(guó)軟實(shí)力戰(zhàn)略的研究之中，從而構(gòu)建一個(gè)系統(tǒng)聯(lián)動(dòng)的軟實(shí)力戰(zhàn)略，以求更好地促進(jìn)中國(guó)的和平崛起。
[Abstract]:On the history of the rise of the world great power war, realism has made the most classical explanation, it thinks that the war is inevitable in the security dilemma of the international society caused by anarchy. However, history has never stopped its own footsteps. In the background of the current era of deepening interdependence, the pattern of the rise of great powers is more inclined to the discussion of institutionalism, in the theory of liberalism and constructivism, China can rise through peaceful means beyond the dilemma of the rise of traditional powers. In the period of rapid growth of China's rise, the international community's fear and prevention of China's rise has also been constantly strengthened. Western countries, led by the United States, are constantly taking measures to delay and stop China's rise. The rising environment facing China is not optimistic. At a time when globalization and informatization are constantly developing, it is necessary to strengthen the international and domestic thrust factors of China's rise and to reduce resistance factors, especially to resolve the concerns of the great powers of the system about the rise of China. Merely relying on their own "hard power" has become very unrealistic. To realize the true peaceful rise, it is necessary for China to attach importance to the development and use of "soft power" both strategically and strategically. In the construction of China's soft power strategy, this paper mainly takes the shared value concept-international mechanism-international image-"hard and soft strategy" as the four variables, and takes the basic-cut-upgrade-consolidation as the integration path. On the basis of the shared values of "harmonious world", this paper expounds the main aspects of China's participation in the international mechanism, the emphasis of shaping the international image and the principle of implementing "hard and soft strategy". In order to promote the peaceful rise of China, a systematic linkage strategy of soft power is constructed by integrating it into the study of China's soft power strategy.
