中印氣候變化合作研究

【摘要】:氣候變化問題已赫然成為國際關系的核心議題之一。因其前所未有的嚴重性、復雜性和緊迫性被國際社會公認為人類當前面臨的最具挑戰(zhàn)性的全球性環(huán)境問題之一。伴隨著全球氣候的不斷惡化,人們已經(jīng)認識到氣候變化呼喚全球性行動,在氣候變化問題上,單個國家的行動不足以確保抑制全球變暖,保護全球環(huán)境安全,國際合作才是解決氣候變化問題唯一有效的途徑,合作才能夠“降低交易成本,減少不確定性”,從而更有利于各國國家利益的實現(xiàn)。 中國和印度作為世界上人口最多的新興經(jīng)濟體,在經(jīng)濟高速發(fā)展的過程中溫室氣體排放量也在明顯增加,在后京都時代的國際氣候談判中更是被推到承擔減排的風口浪尖,成為全球施壓的焦點。國際上對中國和印度這兩個最大的發(fā)展中國家承擔減排義務的呼聲越來越高。在這種壓力下,同為氣候變化受害者的中國和印度由于在氣候變化問題上有著相同的主張、相同的關切、相同的要求,毫無疑問有必要也有可能走到一起。尤其是在哥本哈根會議期間中印之間的氣候合作更加密切,,使得桎梏不前的中印關系看到了曙光,中印之間的氣候變化合作成為中印關系良性發(fā)展的新契機。 可以說中印的氣候合作有著很強的現(xiàn)實意義,兩國之間的氣候變化合作不僅僅是兩國共同應對氣候變化挑戰(zhàn)的必然選擇,同時也有助于中印以氣候合作為契機夯實兩國關系,而且更有利于改變發(fā)展中國家在發(fā)達國家占主導的全球氣候合作中的弱勢地位,在未來的世界氣候政治格局形成中中印的合作也將產(chǎn)生深遠的影響。因此中印在雙邊層面以及多邊層面上開展了廣泛的氣候合作,同時我們也應看到中印之間由于歷史和現(xiàn)實的原因在氣候變化問題上也存在一定的分歧,這又需要中國從中印氣候合作面臨的挑戰(zhàn)去考量定位自己在未來氣候合作中的戰(zhàn)略選擇。本文從世界氣候合作的背景和中印氣候變化的現(xiàn)狀入手分析中印氣候合作的必要性,闡述中印氣候合作的基礎以及中印氣候合作的現(xiàn)狀,進而分析中印氣候合作中存在的分歧和問題,總結兩國氣候合作面臨的挑戰(zhàn),最后把目光鎖定在中國在未來中印氣候合作中的戰(zhàn)略選擇。
[Abstract]:Climate change has become one of the core issues in international relations. Because of its unprecedented seriousness, complexity and urgency, it is recognized by the international community as one of the most challenging global environmental problems facing mankind. With the worsening of the global climate, it has been recognized that climate change calls for global action. On the issue of climate change, the actions of individual countries are insufficient to ensure that global warming is curbed and that global environmental security is protected. International cooperation is the only effective way to solve the problem of climate change, and cooperation can "reduce transaction costs and reduce uncertainty", which is more conducive to the realization of the national interests of all countries. China and India, the most populous emerging economies in the world, are also seeing significant increases in greenhouse gas emissions during the rapid economic development process, and have been pushed to the forefront of efforts to reduce emissions in the post-Kyoto era of international climate negotiations. To become the focus of global pressure. There is a growing international clamour for China and India, the two largest developing countries, to reduce emissions. Under this pressure, China and India, both victims of climate change, have the same ideas, same concerns, and the same demands on climate change, and there is no doubt that it is necessary and possible to come together. Especially during the Copenhagen meeting, the climate cooperation between China and India is closer, which makes the Sino-Indian relations see the dawn, and the cooperation on climate change between China and India becomes a new opportunity for the healthy development of Sino-Indian relations. It can be said that the climate cooperation between China and India is of great practical significance. The cooperation on climate change between the two countries is not only an inevitable choice for the two countries to jointly deal with the challenges of climate change, but also helps China and India to take climate cooperation as an opportunity to consolidate the relationship between the two countries. Moreover, it is more conducive to changing the weak position of developing countries in the global climate cooperation dominated by developed countries, and the formation of Sino-Indian cooperation in the future world climate political pattern will also have a far-reaching impact. Therefore, China and India have carried out extensive climate cooperation at the bilateral and multilateral levels. At the same time, we should also see that there are some differences between China and India on the issue of climate change due to historical and practical reasons. This in turn requires China to consider its strategic choice in the future climate cooperation in the light of the challenges that China and India face in climate cooperation. This paper analyzes the necessity of Sino-Indian climate cooperation from the background of world climate cooperation and the present situation of Sino-Indian climate change, and expounds the basis of Sino-Indian climate cooperation and the present situation of Sino-Indian climate cooperation. Then it analyzes the differences and problems existing in Sino-Indian climate cooperation, summarizes the challenges that the two countries face in climate cooperation, and finally focuses on China's strategic choice in the future Sino-Indian climate cooperation.
