西歐國家新干涉主義研究

【摘要】:“新干涉主義”作為西方國家冷戰(zhàn)后維護(hù)國際社會(huì)秩序的重要手段之一,自概念提出至今已有十余年,在此期間新干涉主義不但由一種外交實(shí)踐拓展成為一種社會(huì)思潮,而且不斷發(fā)展形成了經(jīng)典的范式。西歐國家作為新干涉主義概念的提出者和行動(dòng)的重要參與者,其干涉思想與干涉手段都有著自己的特色和體系。西歐國家作為近代民族國家和人權(quán)思想的發(fā)源地,也對(duì)新干涉主義中的兩個(gè)重要概念“人權(quán)”與“主權(quán)”,有著深入的思考和豐富的理論探討?梢哉f,西歐國家作為當(dāng)今國際秩序的重要參與者和受益體,作為試圖復(fù)興的世界一極,其新干涉主義政策和行為都對(duì)當(dāng)今世界的國際政治格局產(chǎn)生著重要而深遠(yuǎn)的影響。 通過本文對(duì)西歐國家新干涉主義的分析不難看到,西歐國家新干涉主義是西歐國家歷史傳統(tǒng)與當(dāng)前局勢彼此交融的結(jié)果,也是西歐國家的政治制度和國家利益共同作用的結(jié)果。因其理論和利益的出發(fā)點(diǎn)完全來源于西歐國家自身,所以終究難以成為公平公正世界秩序的一部分,更難以獲得世界各國廣泛的認(rèn)可和參與。西歐國家新干涉主義如果無法解決人權(quán)與主權(quán)、少數(shù)與多數(shù)、普世價(jià)值與文化多樣等理論因素之間的內(nèi)在矛盾,那么將注定成為處處碰壁的失敗者。 同時(shí)我們也必須認(rèn)識(shí)到,應(yīng)對(duì)全球化的挑戰(zhàn),,國際干涉勢在必行,但如何避免讓人權(quán)問題成為國際干涉的借口,又如何改變國際干涉被霸權(quán)主義和利己主義所挾持的局面,都是值得我們深思和探索的。文章最后闡述了我們對(duì)待西歐國家新干涉主義的態(tài)度和策略,或許對(duì)于我們同西歐國家的交往、對(duì)于我們反對(duì)新干涉主義,探索公平公正的國際干涉有所幫助。
[Abstract]:"Neo-interventionism", as one of the important means of maintaining international social order in western countries after the Cold War, has been around for more than ten years since the concept was put forward. During this period, neo-interventionism has not only expanded from a diplomatic practice to a social trend of thought. And the constant development has formed the classical paradigm. Western European countries, as the initiators of the concept of neo-interventionism and the important participants in action, have their own characteristics and systems of interference. As the birthplace of modern nation-state and human rights thought, Western European countries also have deep thinking and rich theoretical discussion on the two important concepts of "human rights" and "sovereignty" in neo-interventionism. It can be said that as an important participant and beneficiary of the current international order and as a world pole trying to revive, Western European countries' neo-interventionist policies and actions have an important and far-reaching impact on the international political pattern of the present world. Through the analysis of neo-interventionism in Western European countries, it is not difficult to see that neo-interventionism in Western European countries is the result of the blending of historical tradition and current situation of Western European countries, and the joint action of the political system and national interests of Western European countries. Because the starting point of its theory and interests comes from the western European countries, it is difficult to become a part of the fair and just world order, and it is even more difficult to obtain the extensive recognition and participation of the countries in the world. If the neo-interventionism in Western European countries cannot solve the inherent contradiction between human rights and sovereignty, minority and majority, universal value and cultural diversity, then it will be doomed to be a loser. At the same time, we must also recognize that international intervention is imperative to deal with the challenges of globalization, but how to avoid making the issue of human rights an excuse for international intervention and how to change the situation in which international intervention is held hostage by hegemonism and egoism, Are worthy of our deep thinking and exploration. At the end of the article, the author expounds our attitude and strategy towards neo-interventionism in Western European countries, which may be helpful to our contacts with Western European countries, to our opposition to neo-interventionism and to the exploration of fair and just international interference.
