【摘要】：《五國防務(wù)安排》是東南亞附近海域海上安全合作機制中頗為獨特的存在,其誕生最初是為了維護新加坡和馬來西亞防務(wù)作出的過渡性安排。近年來,隨著區(qū)域安全形勢的變化,該組織通過機制建構(gòu)和軍事演習(xí)的不斷更新與升級,增強了各成員國的軍隊的聯(lián)合性、軍備能力和專業(yè)化水平,有力地保障了南海航道安全。同時,該組織在實踐中與地區(qū)內(nèi)其他安全合作機制相輔相成,利用軍事安全工具實現(xiàn)非傳統(tǒng)安全目標(biāo),為各國在東南亞海域進行安全合作提供了積極的示范作用,在維護南海海上安全,尤其是在應(yīng)對非傳統(tǒng)安全問題方面發(fā)揮著積極的作用。
[Abstract]:The five-nation defense arrangement is a very unique existence in the maritime security cooperation mechanism near Southeast Asia, and its birth was originally a transitional arrangement to safeguard the defense of Singapore and Malaysia. In recent years, as the regional security situation has changed, the organization has enhanced the unity, capability and professionalism of the armed forces of its member States through the establishment of mechanisms and the continuous updating and upgrading of military exercises. The South China Sea waterway is guaranteed to be safe. At the same time, in practice, the organization complements other security cooperation mechanisms in the region and uses military security tools to achieve non-traditional security objectives, which provides an active example of security cooperation among States in the waters of Southeast Asia. It plays an active role in maintaining maritime safety in the South China Sea, especially in dealing with non-traditional security issues.
