【摘要】：奧巴馬上臺(tái)后，任命曾經(jīng)的“第一夫人”希拉里·羅德姆·克林頓為美國(guó)新政府的國(guó)務(wù)卿，開始推行新的外交戰(zhàn)略。面對(duì)美國(guó)實(shí)力和影響力雙重衰落、新的國(guó)際挑戰(zhàn)不斷出現(xiàn)、許多新興國(guó)家正在崛起的事實(shí)，美國(guó)不得不在注重經(jīng)濟(jì)、軍事等硬實(shí)力發(fā)展的同時(shí)，也開始尋求軟實(shí)力的發(fā)展。希拉里上臺(tái)之初就強(qiáng)調(diào)，美國(guó)應(yīng)該放棄以武力為主軸的單邊主義，打破僵化的意識(shí)形態(tài)和陳舊的運(yùn)作模式，突出以共同利益和相同價(jià)值觀為基礎(chǔ)的合作，實(shí)現(xiàn)從多極化世界向多伙伴世界轉(zhuǎn)變。務(wù)實(shí)主義一直貫穿于整個(gè)美國(guó)外交史，是美國(guó)外交中不可缺少的一部分，希拉里的外交理念中也必然包涵著濃厚的務(wù)實(shí)色彩。同時(shí)，希拉里提出“巧實(shí)力”的外交戰(zhàn)略，強(qiáng)調(diào)美國(guó)應(yīng)該注重軟實(shí)力和多邊主義的作用。在這種外交理念的指導(dǎo)下，美國(guó)政府推出了一系列新政策，這包括調(diào)整反恐戰(zhàn)略、修復(fù)與穆斯林民族國(guó)家的關(guān)系、強(qiáng)化與歐洲的傳統(tǒng)同盟關(guān)系、努力構(gòu)建“多伙伴世界”的新機(jī)制、重視對(duì)全球熱點(diǎn)問題的解決、注重公共外交在對(duì)外交往中的作用及尋求在太平洋利益的發(fā)展。新的外交理念為美國(guó)的對(duì)外交往起了一定的推動(dòng)作用，，雖然希拉里改變了以往的強(qiáng)硬政策，但是無論外交手段如何改變，其最終目的始終是為美國(guó)的霸權(quán)地位和在世界的領(lǐng)導(dǎo)作用而努力。
[Abstract]:After Obama took office, Hillary Rodham Clinton, the former first lady, was appointed secretary of state in the new administration to pursue a new diplomatic strategy. Faced with the dual decline of American power and influence, new international challenges appear constantly, and many emerging countries are rising, the United States has to pay attention to the development of economic, military and other hard power, but also began to seek the development of soft power. From the beginning of her assumption of office, Hillary stressed that the United States should abandon the unilateralism with force as the main axis, break the rigid ideology and old operating mode, and highlight cooperation based on common interests and the same values. To realize the transition from a multipolar world to a multi-partner world. Pragmatism has been running through the whole history of American diplomacy and is an indispensable part of American diplomacy. At the same time, Hillary Clinton proposed a diplomatic strategy of "smart power", stressing that the United States should focus on the role of soft power and multilateralism. Guided by this diplomatic philosophy, the US government has launched a series of new policies, which include adjusting counter-terrorism strategies, repairing relations with Muslim nation states, and strengthening traditional alliances with Europe. We should strive to build a new mechanism of "multi-partner world", attach importance to the solution of global hot issues, pay attention to the role of public diplomacy in foreign exchanges and seek the development of interests in the Pacific Ocean. The new diplomatic concept has played a certain role in promoting US foreign relations. Although Hillary Clinton has changed her previous tough policies, no matter how diplomacy changes, Its ultimate aim has always been to strive for America's hegemony and leadership in the world.
