【摘要】：“巧實力”外交戰(zhàn)略是奧巴馬政府外交政策的主要特征,正在對世界政治產(chǎn)生著深刻的印象。本文圍繞奧巴馬政府“巧實力”外交戰(zhàn)略這一問題展開研究。 本研究為定性研究,以國家利益理論基礎(chǔ),以奧巴馬上臺后推行的“巧實力”外交政策實例為根基,運(yùn)用歸納和演繹、分析與綜合以及抽象與概括等方法,討論美國新政府外交政策產(chǎn)生的原因以及實踐中帶來的影響。另外,論文采用個案分析和對照分析的方法,探討和研究國家利益理論在“巧實力”外交戰(zhàn)略中的應(yīng)用,從而總結(jié)出“巧實力”外交戰(zhàn)略的本質(zhì)特征等。簡單地說,“巧實力”外交戰(zhàn)略就是一種通過靈活、巧妙、綜合地運(yùn)用“軟實力”和“硬實力”以實現(xiàn)美國國家利益的整體性戰(zhàn)略。 國際關(guān)系中的國家利益理論可以應(yīng)用于奧巴馬政府的“巧實力”外交政策研究之中。奧巴馬政府執(zhí)政時美國國內(nèi)外面臨嚴(yán)峻的形勢,其應(yīng)對全球各種挑戰(zhàn)已力不從心,從維護(hù)美國國家利益出發(fā),奧巴馬政府采用了“巧實力”外交戰(zhàn)略作為其對外指導(dǎo)思想。在國際關(guān)系領(lǐng)域,國家利益是分析美國“巧實力”外交戰(zhàn)略的綜合價值指標(biāo)。本文經(jīng)過研究分析認(rèn)為,“巧實力”外交只不過是奧巴馬政府根據(jù)形勢變化而采取的一種外交策略和手段,其根本目的是維護(hù)美國的國家根本利益,保持美國的世界領(lǐng)導(dǎo)地位。
[Abstract]:The diplomatic strategy of "skillful power" is the main feature of Obama administration's foreign policy, and it is making a deep impression on world politics. This paper focuses on the Obama administration's diplomatic strategy of skillful power. This research is qualitative research, based on the theory of national interest, on the basis of the foreign policy example of "skillful power" pursued by Obama after he came to power, using the methods of induction and deduction, analysis and synthesis, abstraction and generalization, etc. This paper discusses the causes of the new US government's foreign policy and its practical impact. In addition, the paper uses the method of case analysis and comparative analysis to explore and study the application of the theory of national interests in the diplomatic strategy of "skillful power", thus summing up the essential characteristics of diplomatic strategy of "skillful power". To put it simply, the diplomatic strategy of "skillful power" is a holistic strategy to realize the national interests of the United States through flexible, skillful and comprehensive use of "soft power" and "hard power". The theory of national interest in international relations can be applied to the foreign policy research of Obama administration. When the Obama administration was in power, the United States was facing a severe situation at home and abroad, and it was unable to cope with all kinds of global challenges. In order to safeguard the national interests of the United States, the Obama administration adopted the diplomatic strategy of "skillful strength" as its foreign guiding ideology. In the field of international relations, national interest is the comprehensive value index of analyzing American diplomatic strategy of skillful power. Through the research and analysis, this paper holds that "skillful power" diplomacy is only a diplomatic strategy and means adopted by the Obama administration according to the changes of the situation, and its fundamental purpose is to safeguard the fundamental interests of the United States and to maintain its world leadership position.
